05 Outstanding Documents Related to Insurance and Education

Last week (from June 20, 2023 to June 25, 2023), Legal Secretary updated several important documents. Among them, the most notable documents are:

  1. Implementing Social Insurance and Unemployment Insurance Payments via Postal Service

This content is mentioned in Decision 828/QD-BHXH governing the management of payment of Social Insurance (BHXH), Unemployment Insurance (BHTN) policies effective from July 1, 2016.

Implementation of payments is as follows:

- For sickness, maternity, health rehabilitation policies: Provincial BHXH, District BHXH make payments through the employer, the individual's bank account, or directly in cash;- For social insurance policies as per the division of responsibilities in Clause 1 and Clause 2 of Article 14 of the Decision: Provincial BHXH, District BHXH make payments directly in cash or via individual bank accounts;- For payments to employers, vocational training institutions, transfer funds to the unit's account (no cash payments to units);- The provincial postal service organizes the payment of BHXH, BHTN policies to beneficiaries as per the contract signed with the provincial BHXH.

  1. Structure of the Information Technology Application Exam

Joint Circular 17/2016/TTLT-BGDDT-BTTTT on organizing exams and granting information technology application certificates specifies the structure of the Information Technology Application Exam as follows:

- The exam includes 02 compulsory tests: a multiple-choice test and a practical test (conducted on a computer connected to a LAN);- The multiple-choice test is generated by software from the test question bank, and is automatically graded;- The practical test is created by the Exam Board in the form of files; the results of the practical test are graded by the Exam Board and stored in files on the LAN server.

Additionally, there are regulations on granting current A, B, C computer application certificates and organizing exams and granting certificates in the absence of a national test question bank and exam management software.

Joint Circular 17/2016/TTLT-BGDDT-BTTTT is effective from August 10, 2016.

  1. Additional Cases for Extra Points in University, College Admissions

Circular 16/2016/TT-BGDDT guiding Decision 72/2014/QD-TTg on teaching and learning foreign languages in schools and other educational institutions comes into effect from July 4, 2016.

Foreign language learners in schools and educational institutions enjoy the following policies:

- For elementary school students who perform well in foreign language tests, the school may reward them according to Circular 30/2014/TT-BGDDT and/or use this as data for admission to secondary schools;- For secondary school students:- If they take additional tests or final exams in foreign languages and achieve good results, their academic achievements will be considered; they will be given preference points in the corresponding foreign language subject exams;- Achieving excellent results in final exams in foreign languages will earn them extra points in high school (THPT) entrance exams, specialized high school entrance exams, and university, college admissions according to the regulations of each school.

  1. Implementing Administrative Procedures under the National Single Window Mechanism

From July 31, 2016, the National Single Window Mechanism will officially apply to 14 new administrative procedures in the field of information and communication as regulated in Joint Circular 80/2016/TTLT-BTC-BTTTT. These include:

- 12 single-window administrative procedures of the Ministry of Finance regarding electronic customs procedures;- 02 single-window administrative procedures of the Ministry of Information and Communications include issuing import licenses for radio transmitting and broadcasting equipment and issuing import licenses for publications for business.

  1. No Admission Exceeding Announced Quotas

This is a crucial content stipulated in Directive 2071/CT-BGDDT of the Ministry of Education and Training on June 17, 2016, guiding the organization of the national high school exam of 2016 and the university, college admission process for higher education institutions.
