The Ministry of Public Security promulgates Circular 14/2018/TT-BCA stipulating the forms, management, and use of Special Protection Papers by the protection force.

The subject assigned a Special Protection Certificate will have the Special Protection Certificate revoked if they fall under one of the following cases:

- Ceasing to perform the security guard duties;- Retirement, resignation, reassignment, appointment, rotation, secondment, resignation, dismissal, demotion, or temporary suspension from duty;- Death, disappearance, being declared missing or limited in civil capacity by the Court;- Being temporarily detained to serve investigation, prosecution, trial, or violating regulations on the use of the Special Protection Certificate;- The Special Protection Certificate expires.

In the event that the Special Protection Certificate expires or is torn, damaged, it will be destroyed according to regulations.

Circular 14/2018/TT-BCA takes effect from July 1, 2018, replacing Circular 08/2012/TT-BCA.
