The Ministry of Industry and Trade has just issued Circular 28/2018/TT-BCT regulating the operation of the competitive electricity generation market.

Circular 28 permits units to modify electric pricing offers in the following cases:

- Thermal power units are in the process of starting up, synchronizing to the grid, or shutting down;- Thermal power units synchronize to the grid earlier according to the request of the power system and electricity market operation unit;- Power generation units encounter failure causing shutdown or reduction in available capacity; or repair of units outside the plan approved by the power system and electricity market operation unit;- Hydropower plants have a reservoir regulation of less than 02 days or from 02 days or more.

The power system and electricity market operation unit is responsible for using this modified pricing offer in the process of operating the electricity market.

Circular 28/2018/TT-BCT takes effect from November 15, 2018, repealing Circular 30/2014/TT-BCT.
