04 types of vehicles included in research and development subjects in Vietnam from January 01, 2025

On November 15, 2024, the Minister of Transport of Vietnam issued Circular 52/2024/TT-BGTVT stipulating the technical requirements for motor vehicles and specialized motor vehicles intended for development and research that have the necessity to participate in road traffic.

Motor vehicles and specialized motor vehicles subject to research and development that require participation in road traffic (hereinafter referred to as vehicles subject to research and development vehicles) are types of vehicles classified according to the regulations of the Minister of Transport, not yet certified for technical safety and environmental protection, but require participation in road traffic to evaluate durability, adaptability to weather conditions, environment, traffic conditions in Vietnam, or aiming to improve the technical safety quality and environmental protection of the product.

In particular, vehicles subject to research and development must fall into one of the following categories:

- Manufactured or assembled from unused components;

- Modified or converted from unused vehicles and utilizing unused parts for modification or conversion;

- Modified or converted from vehicles subject to research and development vehicles that are undergoing test drives and utilizing unused parts for modification or conversion;

- Have been test-driven on roads abroad.

Notice:

- Vehicles subject to research and development vehicles must be test-driven within a minimum of 10 km in internal paths by the research and development facility, meet factory inspection requirements, and be issued a Factory Inspection Quality Certificate.

- Vehicles subject to research and development vehicles must be inspected for technical safety and environmental protection according to the regulations of the Minister of Transport.

More details can be found in Circular 52/2024/TT-BGTVT, effective from January 1, 2025.

Vehicles subject to research and development vehicles that have been issued temporary license plates for road testing before the Circular 52/2024/TT-BGTVT comes into effect will continue to be test-driven until the expiration of the temporary vehicle registration period granted by the Police authority.
