On January 26, 2024, the Minister of Transport issued Circular 01/2024/TT-BGTVT on quality inspection of technical safety and environmental protection of railway vehicles in Vietnam.
Types of quality inspection for the technical safety and environmental protection of railway vehicles include:
- Inspection of production and assembly.
- Import inspection.
- Conversion check.
- Checking daily.
(Meanwhile, according to Article 4 of Circular 29/2018/TT-BGTVT regulating types of quality inspection, technical safety, and environmental protection of railway vehicles including:
- Inspection of production and assembly.
- Import inspection.
- Conversion check.
- Checking daily.
- Check for abnormalities.)
Regarding the use and validity period of Certificates and stamps for quality inspection of technical safety and environmental protection for railway vehicles, as follows:
* Use of Certificates and stamps for quality inspection of technical safety and environmental protection for railway vehicles:
- Certificate issued for equipment used as a basis for permission to assemble on vehicles;
- Certificates issued for equipment and vehicles (paper or electronic copies) can only be used for the following purposes: handling customs procedures, vehicle registration, and circulation;
- Inspection stamps affixed to the vehicle, the location of the stickers is specified in Appendix VIII issued with Circular 01/2024/TT-BGTVT.
* Validity of Certificate and inspection stamp
- The validity period of the Certificate and inspection stamp issued according to the inspection cycle specified in Appendix II issued with Circular 01/2024/TT-BGTVT;
- The certificate expires in one of the following cases:
+ The vehicle has been issued a new certificate and inspection stamp;
+ The actual technical specifications of the vehicle are changed compared to the technical specifications on the issued Certificate;
+ The vehicles that are damaged due to accidents, natural disasters, acts of sabotage, or during storage and transportation, resulting in deformation of the structural components, including the load-bearing steel structures of the vehicles, to the extent that they cannot ensure the technical safety requirements and environmental protection as regulated.
