04 Requirements for foreign education programs in Vietnam from November 20, 2024

This content is addressed in Decree 124/2024/ND-CP amending and supplementing several articles of Decree 86/2018/ND-CP on foreign cooperation and investment in education issued by the Government of Vietnam.

04 Requirements for foreign education programs in Vietnam from November 20, 2024

Foreign education programs in Vietnam must meet the following requirements:

(i) Must be recognized or accredited by a competent educational authority or organization in the host country to meet quality standards according to the standards of the host country; have been taught directly for at least 05 years in the host country up to the date of application for registration; be approved for use in Vietnam by the foreign educational institution or organization that owns the educational program;

(ii) Must not contain content harmful to national defense, national security, or community interests; must not propagate religion, distort history; must not negatively affect the culture, ethics, or fine traditions and customs of Vietnam;

(iii) Must ensure articulation between educational levels and training levels and continuity when students transfer to study at public educational institutions as stipulated by the Ministry of Education and Training of Vietnam;

(iv) Foreign education programs taught to Vietnamese students must ensure educational objectives align with the educational objectives of Vietnam and comply with the requirements in (i), (ii), and (iii).

Currently, education programs implemented at educational institutions with foreign investment must reflect educational objectives, must not contain content harmful to national defense, national security, or community interests; must not propagate religion, distort history; must not negatively affect the culture, ethics, or fine traditions and customs of Vietnam and must ensure conditions for articulation between educational levels and training levels.

More details can be found in Decree 124/2024/ND-CP, which takes effect in Vietnam from November 20, 2024.
