Recently, the Ministry of Education and Training issued Circular 21/2020/TT-BGDDT providing guidance on the emulation and commendation work in the Education sector.
Circular 21/2020/TT-BGDDT stipulates the requirements for considering emulation and commendation in the education sector, which will be applied from October 1, 2020, as follows:
- No imposition of emulation targets, ensuring the principle of voluntary participation in emulation by collectives and individuals as per regulations;- The consideration of emulation and commendation must be based on standards, achieved merits associated with specific and practical evidence and products of collectives and individuals;- The evaluation and recognition of emulation titles and the influence scope of achievements must be based on the evaluation and classification results of officials and public employees, and laborers, ensuring that no more than one-third of the total number of officials, public employees, and laborers are recognized with the title of “Grassroots Emulation Soldier”, and the forms of ministerial-level commendation are for management cadres;- For the titles of “Advanced Labor”, “Grassroots Emulation Soldier”, “Excellent Labor Collective”, “Emulation Flag of the Ministry of Education and Training”, “Emulation Flag of the Government of Vietnam”, Certificates of Merit from the Minister, Prime Minister's Certificate of Merit, Orders of various ranks; collectives and individuals proposed for commendation consideration must have an approval rate of 70% or higher of the total number of members of the Emulation and Commendation Council or the Standing Committee of the Emulation and Commendation Council of the education sector.
