On December 13, 2021, the Prime Minister of Vietnam promulgated Decision 36/2021/QĐ-TTg on the criteria to indicate poor district, particularly difficult communes in the lowlands, coastal areas and islands in the 2021-2025 period.
According to the Circular, the criteria for indicating a poor district in Vietnam include four criteria as follows:
- The percentage of poor and near-poverty households based on the Multidimensional Poverty Index 2022-2025.
- Level of socio-economic development of commune-level administrative units within the district.
- Per capita income among the district.
- Districts in mountainous, highland, border areas or districts in the remaining regions.
The system of criteria for indicating poor districts is specified in Appendix I issued together with Decision 36/2021/QD-TTG. For example, the criteria of per capita income among the district in Vietnam:
- From 30,000,000 to under 35,000,000 VND/person/year: 9 points.
- From 25,000,000 to under 30,000,000 VND/person/year: 12 points.
- Under 25,000,000 VND/person/year: 15 points.
Decision 36/2021/QD-TTG takes effect from January 28, 2022 and replaces Decisions 2115/QD-TTG and 1559/QD-TTG.
