04 administrative procedures in recruitment, employment and management of public employees in Vietnam

This is a notable content of the Decision No. 1066/QĐ-BNV on the publication of administrative procedures specified in the Decree No. 115/2020/NĐ-CP on recruitment, employment and management of public employees within the scope of State management functions of the Ministry of Home Affairs of Vietnam.

According to the Appendix issued together with the Decision No. 1066/QĐ-BNV, the Ministry of Home Affairs of Vietnam has announced 04 administrative procedures on recruitment, employment and management of public employees within the scope of its management functions, including:

- Procedures for public employee recruitment examination and admission procedures for public employees. Implementing agencies:

+ For public non-business units assigned autonomy, the head of the public non-business unit shall perform public employee recruitment;

+ For public non-business units that have not yet been granted autonomy, the agency competent to manage public non-business units shall recruit public employees or decentralize the head to perform the recruitment.

- Procedures for admission as public employees: Performed by the head of the unit competent to recruit public employees.

- Procedures for promotion to professional titles of public employees. Implementing agencies include:

+ Ministry of management of specialized professional titles;

+ Ministries, ministerial-level agencies, agencies attached to the Government, People's Committees of central-affiliated provinces and cities;

+ Agencies and units authorized by decentralization;

+ Party authority.
