Recently, the Standing Committee of the National Assembly of Vietnam issued Resolution No. 653/2019/UBTVQH14 regarding the reorganization of administrative units at the district and commune levels in Vietnam for the period 2019 - 2021.
The arrangement of district-level and commune-level administrative units in Vietnam does not need to consider the conformity with planning orientation, urban development programs, socio-economic development, and infrastructure conditions if it falls under one of the following three cases:
- When merging districts that have a natural area and population size that do not meet the standards stipulated in Resolution 1211/2016/UBTVQH13 into a city under the province or an adjacent town;
- When adjusting one or several commune-level administrative units of adjacent district-level administrative units to merge into district-level towns or cities under the province as stipulated in Clause 2, Article 1 of Resolution 653/2019/UBTVQH14;
- When merging communes or adjusting part of the natural area and population of communes into adjacent wards or commune-level towns to reduce administrative units and form administrative units that meet the standards stipulated in Resolution 1211/2016/UBTVQH13.
