The Ministry of Labor, War Invalids and Social Affairs issued Circular 07/2020/TT-BLDTBXH on the regulation of the construction, appraisal, and issuance of economic-technical norms for training applied in the field of vocational education in Vietnam.
Circular 07/2020/TT-BLDTBXH stipulates the methodology for establishing economic-technical norms in training applicable in vocational education in Vietnam as follows:
- Comprehensive statistical method: Based on annual statistical data or data in reporting periods (statistical data must ensure reliability and legality within 03 continuous years prior to the time of the establishment of economic-technical norms) and the actual training at vocational education institutions to establish economic-technical norms.
- Standard method: Based on the issued standards and regulations to determine the consumption levels for each detailed content, thereby calculating and establishing economic-technical norms.
- Experimental analysis method:
- Based on the implementation of surveys and experiments according to each process and detailed content to analyze and calculate each factor constituting the norm;
- This method is used in cases where the work cannot be determined by the two methods above or can be determined but not accurately, necessitating practical verification.
