Recently, the Ministry of Culture, Sports and Tourism issued Circular 10/2019/TT-BVHTTDL stipulating the standards, conditions, content, and forms of examination or consideration for promotion in professional titles for public employees in the fields of library, cultural heritage, foundational culture, performing arts, cinematography, and fine arts.

When public employees in the cultural sector register for taking exams or for promotion to a higher professional title, they must meet the following standards and conditions:

- Currently holding a professional title at a level immediately below the professional title they are registering to take exams for or seeking promotion to;- Being assessed and classified by a competent authority as having completed their duties well or better in the year immediately preceding the year they submit the exam application; possessing good professional ethics and qualities; not currently under disciplinary action or having a notification about disciplinary consideration by a competent authority or unit;- Meeting the standards of the professional title for which they are registering to take exams or seeking promotion, suitable to the cultural sector.
