The Ministry of Finance has just promulgated Circular 59/2019/TT-BTC stipulating the rates, collection policies, submission, and management of the fee for issuing citizen identification cards (CIC).
Circular 59 stipulates cases where the payment of fees for issuing Citizen Identification Cards (CIC) is exempted, including:
- Citizens aged 14 and older applying for a CIC for the first time as specified in Clause 1 Article 19, Clause 2 Article 32 of the 2014 Law on Citizen Identification;- Exchange of CIC as stipulated in Article 21 and Point a Clause 3 Article 32 of the 2014 Law on Citizen Identification;- Exchange of CIC in case of errors in the information on the CIC due to the fault of the CIC management agency.
Additionally, the Circular also specifies cases where fees are waived, including:
- Exchange of CIC when the State mandates a change in administrative boundaries;- Exchange or reissuance of CIC for citizens who are parents, spouses, or children under 18 years old of martyrs; war invalids, individuals enjoying policies equivalent to war invalids, etc.;- Exchange or reissuance of CIC for citizens under 18 years old who are orphans of both parents and have no shelter.
