02 tasks of implementing policies and laws on grassroots healthcare and preventive healthcare in Vietnam

The Government issued Resolution 218/NQ-CP dated December 18, 2023 on Implementation Plan of Resolution 99/2023/QH15 on topical supervision of mobilization, management, and use of resources for COVID-19 epidemic prevention and control; implementation of policies and laws on grassroots health and preventive medicine in Vietnam.

The ministries, government agencies, agencies under the government, provincial and municipal People's Committees, in accordance with the provisions of Resolution 99/2023/QH15 and their assigned functions and tasks, urgently implement the following tasks:

1) Organizing comprehensive and extensive dissemination to all levels, sectors, and people during the implementation of Resolution 99/2023/QH15.

- Leading agency: Ministry of Health

- Coordinating agencies: ministries, government agencies, provincial and municipal People's Committees, and relevant organizations.

- Implementation period: 2023.

(2) Reviewing, drafting, and issuing legal normative documents, directive documents, and guiding documents in accordance with the authority or submitting them to the competent authority for issuance to meet practical requirements in implementing Resolution 99/2023/QH15 (details in Appendix I and Appendix II issued with this Plan).

Regarding the organization of the implementation of policies and laws on grassroots healthcare and preventive healthcare:

- The Minister, heads of government agencies, heads of agencies under the government, and chairpersons of provincial and municipal People's Committees within the scope of the ministry, sector, and local management actively and positively implement this Plan according to the assigned tasks, ensuring progress, quality, efficiency, cost-effectiveness, and avoiding formalities and wastage.

- Based on the contents of this Plan and the practical situation, ministries, government agencies, agencies under the government, and provincial and municipal People's Committees actively develop detailed implementation plans at their respective ministries, government agencies, and localities.

- The Ministry of Health is responsible for assisting the Prime Minister in monitoring and urging ministries, government agencies, agencies under the government, and provincial and municipal People's Committees to implement the tasks stated in this Plan according to the schedule and synthesize and report the results to the Prime Minister.

- The funding for implementing this Plan is allocated from the state budget and other sources according to the provisions of the law.

The agency assigned to lead the implementation of specific contents and tasks stipulated in this Plan is responsible for actively arranging and allocating funds from the allocated budget and other legitimate funding sources in accordance with the provisions of the State Budget Law and related guiding documents for implementation.
