On November 27, 2023, the Prime Minister issued Decision 1490/QĐ-TTg approving the Project "Sustainable development of one million hectares specializing in high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta until 2030" in Vietnam.
02 phases of implementing the Project "Sustainable development of one million hectares specializing in high-quality rice cultivation and low emissions associated with green growth in the Mekong Delta until 2030" are as follows:
- Phase 1 (2024–2025): Focus on consolidating the existing areas of the Vietnam Sustainable Agricultural Transformation Project (VnSAT) of 180,000 hectares, including training, planning, building a Measurement - Reporting - Verification (MRV) system, counting and piloting carbon credits for qualified rice areas, strengthening cooperatives, maintaining some projects, and preparing plans for the period 2026–2030.
- Phase 2 (2026–2030): Specifically identify key areas to establish investment projects to develop new high-quality, emission-reducing specialized rice areas outside the VnSAT Project area, which will expand an additional 820,000 hectares.
This phase will focus on main activities such as investing in completing infrastructure for new areas, reorganizing production, building value chains, perfecting the MRV system, and, at the same time, maintaining sustainable production in the project areas in the period 2024–2025.
The general objective of the Project "Sustainable development of one million hectares specializing in high-quality and low-emission rice cultivation associated with green growth in the Mekong Delta until 2030" is as follows:
Forming one million hectares of high-quality and low-emission rice growing areas associated with reorganizing the production system along the value chain and applying sustainable farming processes to increase the value and sustainable development of the rice industry, improve production and business efficiency, and improve the income and lives of rice growers, protect the environment, adapt to climate change, and reduce greenhouse gas emissions, contributes to implementing Vietnam's international commitments.
