On December 16, 2021, the Ministry of Transport issued Circular 34/2021/TT-BGTVT stipulating the management and operation of vehicle load testing stations on roads.

Accordingly, it is regulated that the fixed vehicle load inspection station operates 24/24 hours on all days of the week, including weekends and public holidays.

In case, due to technical problems or natural disasters, the station has to temporarily stop operating, the unit directly managing the station must send a written report (or send it via fax, email) to immediately report it to the road management agency. the department directly manages the Station; the reporting time is not later than 01 day since the station is temporarily closed.

For mobile vehicle load testing station: The station's operating time is according to the plan approved by the road management agency; In case of performing unexpected tasks, there must be written instructions of competent agencies.

Professional requirements of the operator of the vehicle load test station

Circular 34/2021 stipulates that the person directly operating the vehicle load inspection station must have a thorough grasp of the management and use of vehicles and technical equipment of the vehicle load inspection station. In addition, they were trained on the process, operation, and maintenance of vehicles and technical equipment of the Vehicle Load Inspection Station and the provisions of the law on handling relevant administrative violations.

Conditions for the Vehicle Load Test Station to be put into operation

When put into operation, the vehicle load test station must meet the following requirements:

(1) Meet the Vehicle Load Test Station Regulations.

(2) Having equipment to check vehicle load that meets the requirements as prescribed by law on measurement.

(3) The station's result data (except for the result data of the portable scale) must be connected to the vehicle load test data management system of the Directorate for Roads of Vietnam.

Note : The functional forces competent to sanction administrative violations use the results obtained from the Vehicle Load Inspection Station to detect and identify administrative violations and sanction administrative violations according to regulations.

For the vehicle load testing station that has been decided to put into operation by the competent authority, the motor vehicle load check weighing device that has been installed on the roadway is permitted by the competent authority. invested and implemented before February 15, 2022, may continue to operate until the competent authority issues another decision to replace it.

Circular 34/2021/TT-BGTVT takes effect from February 15, 2022.
