On March 1, at the 9th session (phase 1), under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly Standing Committee gave opinions on the above Ordinance project.

The National Assembly Standing Committee highly appreciated the Supreme People's Court and the Judiciary Committee for working closely with the Government's agencies, relevant ministries and agencies, the Law Committee, the Ethnic Council, the National Assembly, the National Assembly and the National Assembly. The National Assembly Standing Committee affirmed that it was basically in agreement with the contents mentioned in the Report, the draft Ordinance and the Verification Report.

In the notice of conclusion on the above Ordinance project, the National Assembly Standing Committee agreed that there should be provisions on conditions for postponing or exempting from execution of decisions on consignment to compulsory detoxification establishments; conditions for temporary suspension or exemption from execution of the remaining period of consignment to a compulsory detoxification establishment in the draft Ordinance as a basis for application.

Agree not to stipulate the statute of limitations for considering and deciding to send to a compulsory detoxification establishment in this Ordinance.

The National Assembly Standing Committee proposed the Supreme People's Court to coordinate with Government agencies to clarify the situation of children addicted to drugs, report on impact assessment and status of compulsory detoxification establishments across the country. countries, regimes and policies, conditions for ensuring detoxification and including conditions for ensuring children's rights according to laws, current situation, regulations, regimes, and issues that need attention to ensure children's rights. ensure the feasibility of carrying out the order and procedures in this Ordinance, report to the National Assembly Standing Committee for consideration and decision.

Regarding other issues such as: Conditions for postponement, exemption, and temporary suspension of consignment to compulsory detoxification establishments; regulations on friendliness; invite experts in psychology, health, education, sociology; Fronts and mass organizations consult with the Court and give opinions in the process of deciding to send children to detoxification establishments to ensure children's rights; Regarding the responsibility of preparing dossiers of agencies, the problem of determining and certifying the medical condition that must be removed from the detoxification establishment and the conditions to ensure, the National Assembly Standing Committee said that the regulations This definition needs to be clearer and more feasible.

The Standing Committee of the National Assembly assigns the Standing Committee of Justice to assume the prime responsibility for, and coordinate with the Standing Committee of Law, the Supreme People's Court, the Ministry of Labor, War Invalids and Social Affairs, the Ministry of Public Security, the Ministry of Health, and the Ministry of Justice. the law, the Ministry of Finance, the agencies of the National Assembly and relevant agencies to maximally absorb the opinions of the National Assembly Standing Committee and the verifying agency; report on receiving and explaining in detail the opinions of the Standing Committee of the National Assembly; revise and finalize the draft Ordinance to submit to the National Assembly Standing Committee for consideration and approval at its meeting on March 24.
