The Prime Minister promulgates a public telegram on the protection of Vietnamese citizens and legal entities in Ukraine

Prime Minister Pham Minh Chinh has just signed Official Dispatch No. 201/CD-TTg dated February 26, 2022 on the protection of Vietnamese citizens and legal entities and a number of issues to be noted before the situation in Ukraine.

The Ministry of Transport directs Vietnam's airlines to prepare plans to bring Vietnamese people and family members home.

A telegram sent to ministers, heads of ministerial-level agencies and agencies attached to the Government; Chairpersons of People's Committees of provinces and centrally run cities stated:

From February 24, 2022, the situation of armed conflict in Ukraine became complicated and quickly spread throughout the territory of Ukraine, directly threatening the safety of life and property of people and businesses in it. there are about 7,000 Vietnamese people residing in Ukraine, mainly Kharkiv, Odessa and the capital city Kyiv and some other places... In the current complicated situation in Ukraine, with the desire for peace, stability and revolution. Normal life will soon return in Ukraine, one of the top concerns of the Party, State, Government and Prime Minister is to ensure the highest security and safety in terms of life, property, legitimate interests. legal and legitimate rights for Vietnamese citizens and legal entities in Ukraine and related places.

Faced with the above situation, the Prime Minister requested:

1. Ministry of Foreign Affairs

- Develop a plan to ensure security and safety; evacuate citizens and mission members when necessary and provide assistance with shelter, food, essential food and other necessary conditions.

- Directing Vietnamese representative missions in Ukraine and neighboring countries to make a list of Vietnamese citizens who are in war zones, continue to implement support measures, and quickly remove citizens from neighboring countries. dangerous areas, take refuge in neighboring countries when necessary, and have a plan to send people in need to Vietnam at the request.

2. The Ministry of Transport directs Vietnam's airlines to prepare plans to bring Vietnamese people and family members home according to their assigned functions, tasks and authority, and to recommend appropriate measures. for matters beyond their jurisdiction.

3 . The Ministry of Education and Training, the Ministry of Labor, War Invalids and Social Affairs and relevant ministries and branches shall review and make statistics on the number of Vietnamese people working, studying or studying in Ukraine and notify the Ministry of Foreign Affairs. assigned to deploy support, evacuate citizens from dangerous areas.

4. The Ministry of Public Security shall coordinate and create favorable conditions in the issuance of entry and exit documents for Vietnamese citizens, people of Vietnamese origin and family members. 

5. The Ministries of Planning and Investment, Industry and Trade, Finance, Labor - Invalids and Social Affairs, the State Bank and relevant agencies actively closely monitor the situation and its impact on the contract. To cooperate bilaterally with relevant partners, promptly propose appropriate measures to ensure the legitimate interests of the country and Vietnamese citizens and businesses. The Ministry of Planning and Investment shall assume the prime responsibility for, and coordinate with relevant agencies in, reviewing the situation and recommending appropriate measures to protect investment and business activities and legitimate interests of Vietnamese enterprises in Vietnam. relevant locations. The Ministry of Industry and Trade monitors, strengthens control, proactively takes measures to stabilize the domestic market, promptly prevents acts of causing manipulation and profiteering; psychological stability of people and businesses.

6. The Ministry of Finance shall assume the prime responsibility for, and coordinate with the Ministry of Foreign Affairs and concerned ministries and branches in, allocating appropriate funds for the implementation of necessary citizen protection plans.

7. The Ministry of Information and Communications, the news agencies and the press shall coordinate with relevant agencies to closely monitor the situation, provide timely, accurate, objective and warning information. report on developments in Ukraine to have an appropriate, timely and effective response basis.

8. Presidents of People's Committees of provinces and centrally run cities shall, according to their functions and tasks, actively coordinate with ministries and branches in protecting citizens and interests related to their localities.

9. In the current complicated situation, the Prime Minister suggested that the Vietnamese community and businesses, Vietnamese associations in Ukraine and related countries, especially neighboring countries, strongly promote the tradition of great national unity, the spirit of self-reliance, self-reliance, mutual love "good leaves cover torn leaves" in difficult times, participating in support for Vietnamese families, organizations and individuals in Ukraine, contributing to sharing and minimizing the risks and damages incurred.

The Ministry of Foreign Affairs shall monitor and urge the implementation of this Official Dispatch, and report to the Prime Minister any problems arising during the implementation process for timely handling measures./.
