The Ministry of Information and Communications is collecting comments on the draft Circular amending Joint Circular 11/2016/TTLT-BTTTT-BNV stipulating codes and standards for professional titles of editors, officers and employees. reporters, translators and television directors in the field of information and communication, in which it is proposed to supplement regulations on requirements for examination/promotion with editors and reporters.

Accordingly, the draft supplements regulations in the exam and consideration for promotion of editors and reporters as follows:

* Requirements for officials to take the exam or consider promotion to a class I editor, a class I reporter

- Having held the professional title of Grade II editor, Grade II reporter or equivalent for at least 06 years (full 72 months).

In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of grade II editor or class II reporter by the end of the deadline for submission of application for competition or promotion. class;

- During the time of holding the professional title of Grade II editor, a Grade II reporter or equivalent has presided over editing at least 04 works winning ministerial-level awards or equivalent or higher; or chair at least 02 specialized scientific research topics and programs at ministerial, provincial or equivalent levels that the unit employing public employees assigned to lead the research and development has been approved by a competent authority. operation or acceptance.

* Requirements for officials to take the exam or consider promotion to class II editors, grade II reporters

- Having held the professional title of Grade III editor, Grade III reporter or equivalent for at least 9 years.

In case of equivalent duration, at least 01 year (full 12 months) must hold the professional title of class III editor or class III reporter by the end of the deadline for submission of application for competition or promotion. class;

- During the time of holding the professional title of Grade III editor, a Grade III reporter or equivalent has presided over editing at least 02 works winning ministerial, provincial or equivalent awards or higher; or participate in writing special topics in at least 02 topics, specialized scientific research programs at grassroots level or higher that the unit employing public employees assigned to lead the research and development has been approved by the competent authority. operation or acceptance.

In addition, the draft Circular also proposes regulations on certificates of standardization training for reporters and editors, specifically:

- Class I and II editors all have the same requirements as: Having a certificate of training according to the professional title standards of a professional official, a specialized editor, or a practicing certificate of editor (for field editors). publishing area).

(Currently, it is regulated that there is a separate certificate of standard training for the title of editor class I and class II.)

- Reporters of grades I and II have the common requirements: Have a certificate of training according to the standards of professional titles of public employees in the field of journalism.

(Currently, a separate Class I and Class II Certificate of Standardization is required.)
