This is the content mentioned in Official Letter 781/BTTTT-QLDN dated March 4, 2022 of the Ministry of Information and Communications (TT&TT) on promoting digital transformation, non-cash payment in schools, educational institutions and hospitals, medical facilities. 

Accordingly, the Ministry of Information and Communications asked the People's Committees of the provinces and cities to direct the Department of Information and Communications to assume the prime responsibility for, and coordinate with the Department of Health, the Department of Education and Training, the local branch of the State Bank of Vietnam in building and submitting to the People's Committee for approval. approve and implement the Plan to support and promote digital transformation and non-cash payment in schools, educational institutions, hospitals, and medical facilities in the province and city.

Specifically, achieving the 2022 target is as follows:

+ 50% of schools, educational institutions and 50% of hospitals and medical facilities in the locality use digital platforms for digital transformation;

+ 50% of schools, educational institutions and 50% of hospitals and medical facilities in the installation area, use non-cash payment methods to pay tuition, hospital fees and other transactions ;

+ The number and value of non-cash payment transactions in schools, educational institutions and in hospitals and medical facilities in the locality reached 50%.

Along with that, the Ministry of Information and Communications proposed the People's Committee of provinces and cities to perform a number of key tasks in promoting non-cash payments in schools and educational institutions as follows:

Directing, guiding and supporting schools and educational institutions to coordinate with credit institutions, payment intermediaries and related units to accept payment of tuition fees and educational service fees by non-cash payment method, ensuring:

- Schools and educational institutions are ready to use non-cash payment facilities for at least 3 of the following 4 methods: QR code (Transfer/Payment), website (Transfer/Payment) ), Mobile Money and card (POS); ready integration of payment module in school management software, educational institutions;

- Schools, educational institutions and banks, credit institutions, and payment intermediaries shall agree on a form of non-cash payment information for tuition fees and educational service fees with at least the following requirements. the following information field to facilitate processing: Payer's full name; Full name of the beneficiary; Payment reason; Payment invoice code/number;

- Schools and educational institutions will arrange a focal point to guide and support parents, students and related partners in making non-cash payments for tuition payment and school services. ; maximize the amount and value of non-cash payments in the total amount and value of payments made by schools and educational institutions.
