Specifically, in Article 3 of Circular 33/2021/TT-BYT stipulating that higher education institutions, vocational education institutions (collectively referred to as educational institutions) provide health care for students, students and trainees (collectively referred to as learners) as follows:

(1) Provide first aid and first aid to learners according to regulations, professional and technical guidance on medical examination and treatment when an emergency arises during the time of studying, living and practicing at the institution. education.

(2) Organize health check-ups for learners upon admission and periodically at least once a year in each academic year .

Monitor and examine learners' health, detect health and disease risk factors for prevention, treatment or referral for treatment in accordance with the law.

Previously, Joint Circular 03/2000/TTLT-BYT-BGDĐT only stipulated that periodical health check-up for pupils and students (priority is given to the first and last grade) without compulsory medical examination. periodic health at least 1 time/school year.

(3) Implement hygiene measures for disease prevention and control in educational institutions.

(4) Counseling learners on issues related to diseases, health risk factors, health promotion, proper nutrition, physical and mental development and physical activity.

(5) Guiding measures to ensure occupational safety and hygiene, and preventing and preventing accidents and injuries during study and practice.

In addition, Circular 33/2021/TT-BYT also specifies other health activities in schools, including:

- Health communication and education, including: Measures to prevent and combat accidents and injuries; increase physical activity, proper nutrition, healthy lifestyle; diseases and illnesses at school; prevention and control of epidemics, infectious diseases, HIV/AIDS and sexually transmitted diseases; non-communicable diseases; prevention and control of harmful effects of tobacco, alcohol, beer, drugs, addictive substances and other health-related contents.

- Ensuring school hygiene;

- Ensuring food safety;

- Requirements on facilities, equipment and school medical staff.

Circular 33/2021/TT-BYT takes effect from February 15, 2022 and replaces Joint Circular 03/2000/TTLT-BYT-BGDĐT .
