Issuing health insurance cards to poor households according to the new poverty line

Those eligible for policies according to multidimensional poverty criteria for the period of 2022-2025 will be issued a new health insurance card by the social insurance agency from January 1, 2022.

Vietnam Social Security requests localities to review and promptly make a list of granting health insurance cards to those subject to the multi-dimensional poverty line policy.

Vietnam Social Insurance has just issued Official Letter No. 4242/XH-TST to the People's Committees of provinces and centrally-run cities on the implementation of regulations on multi-dimensional poverty line according to Decree No. 07/2021/ND -CP dated January 27, 2021 of the Government.

According to Decree No. 07 stipulating the multi-dimensional poverty line for the 2021-2025 period: In 2021, continue to implement the multi-dimensionally approached poverty line for the 2016-2020 period according to Decision No. 59/2015/QD-TTg dated November 19/ 2015 of the Prime Minister. Specifically: The income criterion for rural areas is 700,000 VND/person/month, urban areas is 900,000 VND/person/month. In the period of 2022-2025, the multidimensional poverty line implemented according to the income criterion is 1,500,000 VND/person/month in rural areas and 2,000,000 VND/person/month in urban areas.

In order for people to enjoy the health insurance policy according to Decree No. 07 timely and in accordance with regulations, Vietnam Social Insurance requested the People's Committees of provinces and centrally run cities to direct the Department of Labor, War Invalids and Social Affairs to assume the prime responsibility for, and coordinate with relevant departments and branches. The authorities and the District People's Committee shall review and promptly make a list of granting health insurance cards to those subject to the multi-dimensional poverty line policy and transfer them to the social insurance agency for issuance of health insurance cards from January 1, 2022 according to regulations. determined.

At the same time, direct relevant departments and agencies, mass media agencies to inform and propagate to people in the area about Decree No. 07. Especially, people from poor households have multi-dimensional approach according to regulations. According to Decision No. 59/2015/QD-TTg , the State budget purchased health insurance cards before, but now the State budget cannot buy health insurance cards according to the provisions of Decree No. 07/2021/ND-CP for people to understand. , actively participate in health insurance according to the household.

Localities also need to allocate local budgets, mobilize the support of the business community, and benefactors to support more funds to buy health insurance cards for people from near-poor, multi-dimensionally poor and households Agriculture, forestry, fishery and salt production families have an average standard of living in the area.
