Specifically, in Article 27 of Circular 02/2022 stipulating technical requirements for environmental protection for means of transporting daily-life solid waste as follows:

- Motor vehicles transporting daily-life solid waste must meet the requirements of technical safety and environmental protection according to the provisions of the law on transport. Specialized vehicles for pressing domestic solid waste must have a device to store leachate.

- Means of transporting daily-life solid waste must ensure that there is no drop of domestic solid waste, leakage of leachate, or odor emission during transportation ; must clean, spray deodorant before leaving the area of ​​the transfer station, treatment facility and after completing the collection and transportation of domestic solid waste.

- Means of collecting daily-life solid waste from households and individuals to the gathering point or daily-life solid waste transfer station must ensure that no waste is dropped or water is leaked into the environment during operation. .

- Daily-life solid waste storage devices are fixed or removable on the means of transport and must ensure safe storage, are not damaged, broken, and do not soak or leak garbage water. release waste, odor into the environment.

- The application of advanced, environmentally friendly models, technologies and technical solutions and the promotion of information technology application in the management of daily-life solid waste collection and transportation activities are carried out. according to the regulations of the People's Committee of the province.

Currently, acts of dropping domestic solid waste during transportation are subject to a fine of between 30 and 40 million VND (according to point d, clause 6, Article 20 of Decree 155/2016/ND-CP ).

In addition, according to Article 26 of Circular 02/2022 also stipulates that daily-life solid waste collection points must arrange waste storage equipment with a capacity suitable for storage time, ensuring no water leakage into the environment. school; perform cleaning, spray deodorization after finishing the operation ; The gathering point operating from 18:00 to 06:00 of the next morning must have lights.

For daily-life solid waste transfer stations, there must be a storage area for domestic solid waste classified at source, bulky solid waste and equipment for collection and transportation; capable of storing hazardous waste after daily-life solid waste is classified according to regulations of the provincial People's Committee. At the same time, equipped with weighing systems and equipment; cleaning and deodorizing the means of collection, transportation in and out of the transfer station; camera surveillance system; system, software to monitor and update the volume of daily-life solid waste and the means of collection, transportation in and out of the transfer station...
