Auction of sugar import tariff quotas ensures transparency and equality

The Ministry of Industry and Trade is collecting comments from the people with the draft Circular guiding the auction of tariff quotas for sugar imports.

The Ministry of Industry and Trade establishes the Sugar Import Tariff Quota Auction Council to manage the auction

According to the draft, the organization of the sugar import tariff quota auction must ensure the principles of transparency, publicity, equality, and ensure the legitimate interests of traders participating in the auction.

The Ministry of Industry and Trade established an auction council for sugar import tariff quotas to administer the auction. In case of excess quota due to traders not auctioning, not bidding at all, winning not all or winning but returning, the Auction Council will decide the form of allocation of the remaining quota.

About the auction method: Traders are entitled to participate in the auction through the specified Vote. Each trader can bid with the same or different registration price for 01 unit price and the maximum number of registrations does not exceed 20 unit prices. Each unit price has a registered quantity of 1,000 tons. Auction traders must pay a deposit before participating in the auction according to regulations.

The trader who wins the auction for the right to use the import tariff quota for sugar has the following rights: To receive a written notice of assignment of the right to use the sugar import tariff quota after fully paying the auction winning amount; can directly import sugar in accordance with current legal regulations.

The trader who wins the auction for the right to use the tariff quota for sugar imports has the following obligations: To deposit the winning amount into the account of the Ministry of Industry and Trade within 05 working days from the date of announcement of the winning result. prices at the web portal of the Ministry of Industry and Trade (www.moit.gov.vn); submit documents certifying that the winning bid has been paid to the standing department of the Auction Council.

Within 5 working days after receiving the trader's winning amount, the Ministry of Industry and Trade will issue a written notice of handing over the right to use the sugar import tariff quota to the trader.

When carrying out import procedures, in addition to the import dossiers and procedures according to current regulations, the trader shall present a document from the Ministry of Industry and Trade notifying the use of the sugar import tariff quota to the customs office.

Traders receiving notices of assignment of the right to use tariff quotas for sugar import may only import sugar for production; cannot be bought, sold or transferred.
