1. What are commodities in national reserve?
According to Clause 3, Article 4 of the Law on National Reserves 2012, commodities in national reserve are supplies, equipment and commodities in the list of commodities in national reserve under the management of the State serving the national reserves.
Specifically, activities related to national reserves are the formulation and implementation of strategies, plans and budget estimates for the reserves; the development of the infrastructure system; and the management and use of national reserves.

2. Lists of commodities in national reserve in Vietnam
Specifically, in Clause 2, Article 27 of the Law on National Reserve 2012, the list of commodities in national reserve covers the following commodity groups:
- Food;
- Rescue and salvage supplies and equipment;
- Supplies of common use for industrial mobilization;
- White salt;
- Fuel;
- Industrial explosives;
- Plant seeds;
- Pesticides;
- Germicides used for environment cleaning, treatment of water for living and aquaculture;
- Medicines used for preventing and treating diseases on humans;
- Drugs for treating diseases on cattle, poultry, plant and aquatic organisms;
- Supplies, equipment and commodities serving National defense and security .
3. Criteria for commodities on the list of commodities in national reserve in Vietnam
Commodities on the list of commodities in national reserve must satisfy the national reserve objectives specified in Article 3 of the Law on National Reserve 2012 and one of the following criteria:
- Being strategic and essential, having a high use frequency or an effect of timely response in emergencies;
- Being of special types, which cannot be replaced;
- Being supplies, equipment and commodities assuring defense and security but their domestic production has not yet met the quantity, quality and type requirements.

4. National reserve strategies in Vietnam
* Principles of formulation of national reserve strategies:
- Conformity with strategies and plans for socio-economic development, defense and security maintenance, and with sectoral and regional planning in each period;
- Suitability to the state budget balancing capacity;
- Being based on forecasts about the world, regional and domestic situations and possible emergencies.
* Contents of a national reserves strategy:
- National reserves objectives, ensuring sustainable development requirements and conformity with the process of international economic integration;
- National reserves resources; plans on national reserves arrangement for different strategic regions and areas; assurance of efficient and proper management and use; readiness to respond to emergencies;
- National reserves development orientations;
- Major tasks and solutions to the implementation of the national reserves strategy.

5. Prohibited acts regarding national reserve in Vietnam
According to Article 22 of the Law on National Reserve 2012, prohibited acts regarding the national reserve include:
- Revealing state secrets about national reserves.
- Taking advantage of the storage, release, purchase, sale, preservation or transportation of commodities in national reserve, altering prices of commodities in national reserve without permission for profiteering.
- Irresponsibly or deliberately acting against the regulations on the management of national reserves, thus causing damage, loss or waste of assets belonging to national reserves.
- Violating or sabotaging infrastructure or commodities of national reserves.
- Obstructing activities related to national reserves.
- Using commodities of national commodity for improper purposes.
- Storing, releasing, purchasing and selling commodities in national reserve ultra vires, or inconsistently with the proper types, quantities, quality, or locations.
- Illegally intervening in activities related to national reserves.
- Improperly implementing the laws on accounting and statistics in activities related to national reserves.
- Hiring unqualified organizations to preserves commodities in national reserves.
