Vietnam: 08 expenditures on recruitment of civil servants and public employees in 2022 (Proposal)

Below is the content in the Draft Circular stipulating the content and spending levels for recruitment, rank promotion, and promotion of civil servants and public employees.

08 expenditures on recruitment of civil servants and public employees in 2022 (Proposal)

(1) Actual expenses for recruitment preparation and organization; rank promotion exam; promotion of civil servants and public employees

- Announce on the mass media about the criteria and conditions for admission and examination;

- Print and purchase fee receipts;

- Expenses for purchasing, renting, transporting, installing, and inspecting tools, equipment, supplies, stationery, cards, certificates; printing, delivery of documents, forms, and notices;

- Expenses for renting the venue for the examination and selection examination; issuing exam questions; marking exams;

- Other expenses directly supporting the examination and selection work.

Agencies and units assigned to assume the prime responsibility for performing these tasks fully comply with relevant laws on procurement and bidding to organize the implementation. When making payment, there must be all documents and invoices as prescribed.

In the case of using facilities of other agencies and units (locations, equipment, tools) to carry out the implementation, they still have to pay the costs of electricity, water, sanitation, security, and service. The payment voucher is the contract and liquidation of the work contract between the two parties together with the receipt of the agency or unit lending the facilities; the lessor of the facility shall account for this revenue to reduce the unit's operating expenses.

(2) Expenses for disseminating exam regulations; expenses for organizing meetings, conferences, and training; expenditures for business trips to supervise and check prior to, during, and after the exam;Expenditures on travel expenses (meals, accommodation, travel) of participants in the organization of exams, marking, and admission... Comply with the provisions of Circular 40/2017/TT-BTC.

(3) Expenses for purchasing or renting information technology equipment for exams (if necessary), data entry for recruitment; exams for rank promotion and civil servant and public employee promotion:Comply with the provisions of Vietnam's Decree 73/2014/ND-CP.

(4) Investing in the creation of a question bank

- Expenses for training and training for participants in drafting, editing, evaluating, and completing questions: Comply with Vietnam's Circular 36/2016/TT-BTC;

- Wages for drafting and constructing multiple-choice questions: 60,000 VND/sentence;

- Salary for evaluating and editing multiple-choice questions: 50,000 VND/question;

- Wages for drafting, building essays, practicing, and interviewing: 500,000 VND/sentence;

- Salary for evaluating and editing essays, practice, and interview sentences: 500,000 VND/sentence.

(5) Expenses for purchasing exam questions and answers (if required):Comply with the provisions of the law on bidding.

(6) The sister is answering the exam questions.

- Expenses for official and preparatory work (applicable only for subjects without a question bank): 1,500,000 VND/question;

- Payment of wages to members of the Proposing Committee: Apply the method of calculating daily wages for each title, regardless of training level and working seniority, according to the salary level specified in Articles 3 and 4 of Vietnam's Circular 02/2015/TT-BLDTBXH.

(7) Exam organization and marking costs

- Expenditure for the Boards/Teams participating in the exam (Examination/Examination Council, Examination Board, Supervisory Board, Performance Board, Logistics Department, Assistant Team, security forces, guards, medical staff, etc.): Apply the method of calculating daily wages for each title, regardless of training level and working seniority, according to the salary level specified in Articles 3 and 4 of Vietnam's Circular 02/2015/TTBLDTBXH.

The localities shall specify the remuneration according to whether or not it is determined according to the training level and working seniority, ensuring that it is appropriate to the actual professional tasks.

- Expenses for exam marking (examination, admission review, re-examination): Applying the method of calculating daily wages for examiners and candidates, regardless of training level and working seniority, by the level salary specified in Article 3, Article 4 of Vietnam's Circular 02/2015/TT-BLDTBXH.

Heads of ministries, ministerial-level agencies and central agencies; localities shall specify wages according to or not according to training level and working seniority, ensuring that it is appropriate to the actual professional tasks;

- Expenses for refreshments in the middle of the day during the exam, review, and marking: Comply with the provisions of Vietnam's Circular 40/2017/TT-BTC.

(8) Overtime payment: Comply with the provisions of the Labor Code and legal documents guiding the implementation of the current law.

Funding for implementation

There are three funding sources for implementation, including:

- State budget sources shall be allocated to agencies and units in accordance with the law on decentralization of the state budget.

- The source of fees for recruitment, competition for rank promotion, and promotion of civil servants and public employees shall be left to the unit according to the provisions of Article 6 of Vietnam's Circular 92/2021/TT-BTC.

- Other lawful funding sources as prescribed by law (if any).
