1. Add Vietlott lottery location

According to Clause 1, Article 1 of Circular 18/2022/TT-BTC , stipulating the location of VIETLOTT lottery drawing and prize opening as follows:

The drawing of numbers to open lottery prizes of self-selected computerized numbers is done at the head office of the computerized lottery company or at other locations but must be within the administrative boundaries of the province or city where the company is located. computerized lottery is headquartered, or where the computer lottery company has a branch .

(Compared to current regulations in Circular 36/2019/TT-BTC , the additional location must be within the administrative boundaries of the province or city where the computerized lottery company has a branch).

2. 02 cases of refunding the purchase of Vietlott lottery tickets

In Clause 2, Article 1 of Circular 18/2022/TT-BTC , cases of refunding the purchase of Vietlott lottery tickets have been added, whereby the computerized lottery company must refund the purchase price of lottery tickets of their own choice. payment (also known as Vietlott lottery ticket) for all prize participants in the following cases:

- The lottery schedule is announced to be canceled due to technical problems or force majeure events caused by natural disasters, epidemics, fires, but there is no reorganization of the lottery schedule;

Or there is a re-drawing schedule but the time of the lottery is 72 hours later than the original schedule;

- The announced lottery results are canceled according to the conclusions of the competent state management agencies (the Ministry of Finance, the public security agencies, the inspection and examination agencies).

3. Time limit for refund of ticket purchase Vietlott

According to Clause 2, Article 1 of Circular 18/2022/TT-BTC , the electronic lottery company must specify the time limit for refunding the purchase of lottery tickets with the computerized number in the Regulations for participation in prizes, but maximum no later than 60 days from the date of the original scheduled drawing or the date of announcement of cancellation of the lottery results by the competent authority.

4. Conditions for Vietlott lottery tickets to be refunded for ticket purchase

In Clause 2, Article 1 of Circular 18/2022/TT-BTC stipulating that the lottery ticket that is requested for refund of the ticket purchase price must satisfy the same conditions as the prize-winning lottery ticket, specifically:

- For lottery tickets in the form of certificates :

+ Lottery tickets of customers participating in the prize must be in their original shape, full size, not torn, not patched, not erased, not modified and still within the time limit for receiving prizes as prescribed.

+ In case due to objective reasons, the lottery ticket of self-selecting the computer number is torn but there are still enough grounds to determine the original shape and authenticity of the ticket, the ticket is not subject to suspicion of fraud. Fraud, torn position does not affect the factors to determine winning. Lottery company organizes verification and decides whether to pay or refuse to pay prizes to customers.

The decision-making authority is the President or General Director of the computerized lottery company as prescribed in the Regulations on participation in the electronic lottery.

- For lottery tickets in electronic form : The computerized lottery company decides to refund the ticket purchase price to the participant based on the participant's recorded and stored information about the prize participation. in the system of the computerized lottery company compared to the information in the prize participants' accounts registered as prescribed in Clause 3, Article 12 and Article 14 of Circular 36/2019/TT-BTC ).

Circular 18/2022/TT-BTC takes effect from April 28, 2022.
