Invest, install and operate the automatic emission monitoring data transmission system?
According to Subsection 2, Section II of the Plan issued together with Decision No. 891/QD-BTNMT in 2022 as follows:
Invest, install and operate systems to transmit automatic continuous emission monitoring data from production establishments to the Service of Natural Resources and Environment and the Ministry of Natural Resources and Environment:
- Continuing to strengthen capacity for the Departments of Natural Resources and Environment, modernizing the information technology infrastructure; making additional investment in the storage and confidentiality systems to ensure the safety and security of information of the environmental data receiving and managing system.
- Cooperate with People's Committees of provinces and cities in monitoring exhaust gas sources and installing surveillance cameras at exhaust gas sources.
- Invest in and complete the software system for managing and receiving automatic emission monitoring data to meet new management requirements of Departments of Natural Resources and Environment. Enhance the supervision and assessment of quality of monitoring data transmitted to the Service of Natural Resources and Environment and the Ministry of Natural Resources and Environment.
- Expedite the installation of automatic monitoring equipment, strengthen the control of waste sources, inspect the operation of automatic monitoring systems of the equipment installers.
Regulations on prevention and minimization of emissions to manage air quality in Vietnam
What are done?
According to Subsection 2, Section II of the Plan issued together with Decision No. 891/QD-BTNMT in 2022 as follows:
- Formulate and promulgate detailed technical guidelines for exhaust emission statistics on mobile sources, interfaces and sources for uniform implementation across the country and completed in 2022.
- inventorying emission and dust emission sources of three sources: POINT, source and mobile source in key economic regions and nationwide as regulated in the Official Dispatch No. 16051/BTNMT-TCMT dated June 07, 2021 of the Minister of Natural Resources and Environment. Aggregate and publish the national inventory result of emission completed in 2023.
- Expedite local authorities to carry out inventory of exhaust gas emissions in the administrative division to ensure that by 2023, 50% of provinces and cities are expected to complete and announce emission inventory results and 100% by 2025.
- To step up research, formulation and continuous updating of emission coefficients for emission sources suitable to Vietnam's conditions for use as a basis for national and provincial emission inventory.
- Periodically carry out the inventory and update, synthesize the national emission inventory report every 3 years.
- Establishing and maintaining a national information system and database of industrial emissions nationwide; organizing and guiding the implementation of emission declaration and reporting online emissions inventory nationwide.
Is the coordination with the ministries, branches?
According to Subsection 2, Section II of the Plan issued together with Decision No. 891/QD-BTNMT in 2022 as follows:
Cooperate with the Ministry of Transport, Ministry of Industry and Trade, Ministry of Construction, Ministry of Health and Ministry of Agriculture and Rural Development
- To further implement the Scheme on development of biofuels through 2015, with a vision toward 2025, which was approved by the Prime Minister in Decision No. 177/2007/QD-TTg of July 20, 2007, focusing on the task of disseminating knowledge about biofuels and accelerating the building of material and technical foundations to meet biofuel use.
- To organize the implementation of the roadmap for application of emission standards and regulations to manufactured, assembled and imported road motor vehicles which are currently circulated in Vietnam; to apply environmental technical regulations and national standards on management of air and emission quality to manufacturing industries and means of transport.
- To review and assess the production capacity and elaborate plans on fuel supply in conformity with emission standards and the roadmap for application of emission standards to motor vehicles. Controlling the quality of gasoline fuel, diesel fuel oils and biofuels in accordance with national technical regulations.
- To organize the implementation of policies on control of emissions of road motor vehicles; to develop means of transport using energy and environmentally friendly fuels.
- To intensify the control of dust and exhaust pollution in construction activities.
- Intensify control of air pollution caused by emissions in industrial clusters, rural areas and trade villages; control air pollution in waste collection, transportation and treatment; implement measures to reduce the burning of straw and agricultural by-products, collection, treatment and processing of post-harvest by-products into useful products.
- To control impacts of the health sector on the air environment; to intensify the control of air pollution from medical waste incinerators.
