On August 27, 2024, the Prime Minister of the Government of Vietnam issued Decision 918/QD-TTg on the plan to implement Conclusion 83-KL/TW and Resolution 142/2024/QH15 on salary reform, and indexation of retirement pensions, social insurance benefits, benefits for people with meritorious services to the revolution and social benefits in Vietnam.
On August 7, 2024, the Government of Vietnam promulgated Resolution No. 119/NQ-CP on the scope and subjects of the 5% saving of recurrent expenditures in 2024, which lists the salaries, salary equivalents, and expenditures on humans not subject to the reduction.

Circular 77/2016/TT-BQP on the implementation of the statutory pay rate for those receiving salaries or rank allowances from the state budget in agencies and units under the Ministry of National Defense of Vietnam takes effect from July 25, 2016.
According to the State Budget Estimate Resolution for 2018 recently approved by the National Assembly of Vietnam, the statutory pay rate will be adjusted upward from VND 1.3 million to VND 1.39 million starting from July 1, 2018.
