Tasks and solutions of the Scheme for connecting, authenticating, and standardizing the National Database on Insurance in Vietnam

On November 20, 2024, Vietnam Social Security issued Decision 1864/QD-BHXH approving the Scheme for connecting, authenticating, and standardizing the National Database on Insurance in Vietnam.

Tasks and solutions of the Scheme for connecting, authenticating, and standardizing the National Database on Insurance in Vietnam

(1) Technological Solutions:

- Utilize automated data authentication technologies such as Big Data tools to analyze, compare, and cross-check large volumes of data to identify invalid, duplicate, or mismatched data. Deploy AI systems to automatically analyze data to detect anomalies, provide alerts, and recommend adjustments in line with legal regulations.

- Collaborate with Ministries and Sectors with national and specialized databases to build data services for regular data comparison and validation.

- Implement personal identification numbers and identity information consistently across Vietnam Social Security's platforms and information systems, as announced on the National Digital Platform Information site at www.ndp.dx.gov.vn.

- Restructure and develop the national insurance database in alignment with Scheme 175 for building the National Data Center.

(2) Tasks and Solutions for Implementing the Connection, Authentication, and Standardization of the National Insurance Database with Other National and Specialized Databases

* Connect, authenticate, and standardize the National Insurance Database with the National Database on Population

- Use connection and authentication services between the National Insurance Database and the National Database on Population.

- Employ authentication services for social insurance, health insurance, and unemployment insurance participants with citizen information in the National Database on Population to ensure one citizen has only one social insurance number, health insurance card number supplemented with a personal identification number, and is correctly authenticated with the National Database on Population. This ensures accurate benefits for participants and beneficiaries of social, health, and unemployment insurance policies.

- Promptly update the participation status of health insurance cardholders in sync with the citizen status in the National Database on Population to detect cases of misuse or unauthorized use of health insurance card information in medical services that exploit the health insurance fund.

- Identify and classify causes to propose solutions for incorrect authentications between the National Insurance Database and the National Database on Population.

- Develop a technical solution for automatically notifying and updating identification information changes across different national databases to ensure synchronization and data interoperability concerning individuals.

- Develop and supplement information indicators, standardize data requirements, and format input/output data to comply with current legal documents.

- Establish procedures for citizens to independently check or update, share personal information on systems such as the electronic portal, electronic identification application - VNeID, digital social insurance application - VssID... to promptly detect and request information changes in case of discrepancies.

- Develop processes for authenticating and updating personal identification/identity card information into specialized databases of Vietnam Social Security for cases correctly authenticated with the National Database on Population to ensure data is always "correct," "sufficient," "clean," and "live."

* Connect, authenticate, and standardize the National Insurance Database with the National Database on Enterprise Registration

- Use connection and information-sharing services between the National Insurance Database and the National Database on Enterprise Registration.

+ Use enterprise registration numbers to connect and share information regarding the Enterprise Registration Certificate, projected total workforce, business sectors, social insurance contribution methods, changes, and latest information changes of enterprises with the National Insurance Database, while sharing workforce-related information with the National Database on Enterprise Registration.

+ Implement an automatic data synchronization process between the two systems when a new enterprise registers or updates information in the enterprise registration system, ensuring these updates are promptly reflected in the National Insurance Database to detect changes in enterprise operational status (e.g., cessation, transformation, bankruptcy) and adjust employee benefits.

+ Develop procedures for receiving, processing information, and data connected and shared to ensure promptly updated, accurate, synchronized information across both systems.

- Develop and supplement information indicators, standardize data requirements, and format input/output data to comply with current legal documents.

* Connect, authenticate, and standardize the National Insurance Database with information and data as per Decision 3074/QD-BYT dated November 11, 2022, by the Ministry of Health on basic health information groups within the National Insurance Database

- Develop and supplement information indicators, standardize data requirements, and format input/output data to comply with current legal documents.

- Collaborate with the Ministry of Health to direct medical facilities to fully and promptly update synchronized data on health insurance participation, and patient medical history to share with healthcare facilities to enhance management efficiency and reduce administrative procedures.

- Implement solutions to enhance data security and safety, strictly complying with regulations on sensitive personal data protection and citizens' privacy rights.

- Develop coordination regulations between the Ministry of Health and Vietnam Social Security.

* Connect, authenticate, and standardize the National Insurance Database with specialized databases of the Ministry of Labor - War Invalids and Social Affairs

- Use authentication services for social insurance and health insurance participants with social welfare beneficiaries' information through the authentication of personal identification/identity card information of participants and beneficiaries with the social welfare beneficiaries' identification information to ensure the accuracy of beneficiaries and eliminate duplicate information.

- Promptly update citizen status in the National Database on Population to detect fraudulent information cases for exploiting social welfare policies and the policies related to social, health, and unemployment insurance.

- Develop and supplement information indicators, standardize data requirements, and format input/output data to comply with current legal documents.

- Collaborate with the Ministry of Labor - War Invalids and Social Affairs to connect and update fully, promptly, and accurately social welfare beneficiaries' information into the National Insurance Database to ensure data accuracy, timeliness, and completeness between the two systems.

- Establish coordination regulations between the Ministry of Labor - War Invalids and Social Affairs and Vietnam Social Security.
