1. Standards for accreditors of higher education and pedagogical colleges in Vietnam

The standards for accreditors of higher education and pedagogical colleges in Vietnam according to Article 4 of Circular 14/2022/TT-BGDDT are as follows:

- Possess good ethical qualities, honesty, objectivity, and impartiality in their work.

- Exhibit a professional, scientific work attitude and style; fulfill responsibilities, cooperate in work; and comply with the law.

- Have extensive knowledge and practical experience in quality assurance and accreditation of higher and pedagogy college education; be well-versed in policies and laws on higher and pedagogy college education; and possess the ability to independently and autonomously provide comments, evaluations, and recommendations on quality assurance and accreditation of educational institutions and training programs according to standards issued by the Minister of Education and Training.

- Have at least 5 years of experience as a lecturer or working in the field of higher education and pedagogy college management.

- Hold a valid inspector card.

2. Tasks and powers of accreditors of higher education and pedagogical colleges in Vietnam

The tasks and powers of accreditors of higher education and pedagogical colleges according to Clause 1, Article 5 of Circular 14/2022/TT-BGDDT are as follows:

- Participate in external evaluation teams and education quality accreditation councils of quality accreditation organizations as prescribed;

- Maintain independence in professional opinion, honesty, objectivity, fairness, transparency, and openness in performing duties and exercising powers;

- Perform other tasks and powers as stipulated by relevant laws and as per legal agreements with the educational quality accreditation organization.

3. Responsibilities of accreditors of higher education and pedagogical colleges in Vietnam

The responsibilities of accreditors of higher education and pedagogical colleges in Vietnam according to Clause 2, Article 5 of Circular 14/2022/TT-BGDDT are as follows:

- Maintain the qualities, reputation, and honor of an inspector; comply with the laws and regulations of relevant agencies, organizations, and units when conducting educational quality accreditation activities;

- Within 5 years (60 months) from the date of card issuance, the inspector must participate in at least 2 external evaluation teams and 1 professional and technical capacity enhancement training course for inspectors organized by an institution that meets the requirements stipulated in Clause 2, Article 8 of Circular 14/2022/TT-BGDDT or one training course for professional and technical capacity enhancement for inspectors organized by the Ministry of Education and Training;

- Provide explanations on educational quality accreditation activities to state management agencies upon request.

4. Prohibited acts for accreditors of higher education and pedagogical colleges in Vietnam

The prohibited acts for accreditors of higher education and pedagogical colleges in Vietnam according to Clause 3, Article 5 of Circular 14/2022/TT-BGDDT are as follows:

- Exploit the duties and powers of an inspector to perform acts contrary to the principles of educational quality accreditation for personal gain from educational institutions, educational quality accreditation organizations, or other organizations and individuals involved;

- Collude or establish relationships with educational institutions or educational quality accreditation organizations to violate legal regulations in negotiating and signing consulting contracts for educational quality accreditation, affecting public interest and the legitimate interests of organizations and individuals;

- Accept or demand any money or other benefits from educational institutions and related organizations or individuals beyond the remuneration and expenses agreed upon in signed contracts and prescribed by law;

- Insult or undermine the reputation of colleagues; exploit their influence to unlawfully interfere in colleagues' activities;

- Perform other prohibited acts as prescribed by law.
