The Minister of Public Security of Vietnam promulgates Circular 65/2024/TT-BCA providing guidelines for registration and organization of legal knowledge examination on road traffic order and safety in Vietnam.

1. Guidelines for registration and organization of legal knowledge examination on road traffic order and safety in Vietnam

- Registration dossier for the test:

+ Request form for the test on legal knowledge about road traffic order and safety according to Form No. 01 Appendix enclosed with Circular 65/2024/TT-BCA;

+ Driver's health certificate issued by an authorized medical facility, still valid.

- Time for organizing and submitting the registration dossier for the test:

+ The test organization time is publicly announced by the competent authority on the electronic portal under its management;

+ The registration dossier for the test is submitted to the competent authority before the test registration date in one of the following forms: online via the national public service portal, the Ministry of Public Security public service portal, through the national identification application; by postal service; directly.

In case of submitting the dossier online, the test registrant must fully fill in the information, attach the dossier, and register the test date, choosing the competent authority for the test.

For direct submission of the dossier, the receiving agency assigns officials to check the dossier, writing an appointment note clearly stating the time and place of the test organization.

- The test registrant may submit the dossier to the competent authority stipulated in Article 4 of Circular 65/2024/TT-BCA at their place of permanent residence, temporary residence, or current residence.

Those who do not pass the test can register to retest at the authority where the previous test was organized or choose a different competent authority for retesting. If retesting is requested and the health certificate is still valid, the test registrant only needs to send a retest request form.

- Notification of the test organization time:

+ At least 02 working days before the test date, after receiving a complete and valid dossier, the competent authority must notify the previously registered test participant about the time and place of the test via the email address or phone message recorded in the application form;

+ In case of changes to the previously announced time and place of the test, the competent authority must notify the test participant via the email address or phone message recorded in the application form about the new time and place of the test.

- Test participants must be present at the specified time and venue notified by the competent authority and use one of the following types of identification documents: ID card, citizen identity card; driving license; identity certificate (for Vietnamese nationals with undetermined citizenship); permanent residency card, temporary residency card (for foreigners) to allow the competent authority to verify information against the application form.

In cases where the test participant's information is available in the electronic ID, electronic identification, and verification system via the national identification application, such information will be extracted and used for verification against the information in the application form.

- Test participants must log in to the legal knowledge testing software on road traffic order and safety and perform the test content as instructed by the testing officer. Test participants must comply with the rules at the test site.

Test participants who are foreigners or ethnic minorities who cannot read or write Vietnamese will use an interpreter engaged by the competent authority. During the test, the interpreter must accurately and sufficiently translate the questions in the software and fully explain the testing procedures to allow the participant to complete the test.

- Upon the conclusion of the test, the test participant signs the minutes according to Form No. 02 Appendix enclosed with Circular 65/2024/TT-BCA. If the participant is a foreigner or an ethnic minority with an interpreter, both the test participant and the interpreter must sign or affix a signature in the designated area of the minutes.

The testing minutes are made in two copies, one kept by the competent authority and one given to the test participant.

2. Agencies with authority to test legal knowledge on road traffic order and safety in Vietnam

The agencies with the authority to test legal knowledge on road traffic order and safety in Vietnam are:

- Traffic Police Department.

- Traffic Police Division of provincial, centrally managed city police departments.
