On August 29, 2024, the Ministry of Education and Training issued Official Dispatch 4868/BGDDT-GDMN regarding the implementation of task for the school year 2024-2025 for early childhood education in Vietnam

Guidance on the task for the school year 2024-2025 for early childhood education in Vietnam

Based on the actual local situation, to effectively implement the tasks, the Ministry of Education and Training of Vietnam(MOET) guides the Departments of Education and Training (DOETs) to implement the 2024-2025 academic year tasks for early childhood education (ECE) as follows:

(1) Developing a Team of Management Officers and Preschool Teachers to Meet Renewal Requirements

- Effectively carry out consultancy to ensure sufficient numbers of teachers as prescribed, arranging a minimum of 02 teachers per class; promptly recruit for any shortage of preschool teachers to ensure the nurturing, care, and education of children, especially ensuring absolute safety for children at school; proactively consult to ensure the conditions for the implementation team of the new ECE Program. Fully and promptly implement policies for preschool teachers as prescribed by current regulations.

- Effectively implement quality guidance on improving professional capacity for management officers and preschool teachers to meet educational renewal requirements; train staff to prepare for implementing the new ECE Program; select suitable content and forms of training to promote a learning and sharing spirit among groups and teachers within the ECE establishments and other localities; encourage management officers and preschool teachers to self-study and exploit materials and resources through various forms; focus on training staff at non-public ECE establishments and ethnic minority teachers, support teachers in using the children's mother tongue in nurturing, caring, and educating children.

- Continue effectively implementing Directive 1737/CT-BGDDT dated May 7, 2018, by the Minister of MOET on strengthening educational management and improving teacher ethics.

- Review and evaluate the implementation of the Scheme “Training and fostering teachers and management officers of ECE for the 2018-2025 period”. Train and foster teachers to meet the training standards as prescribed by the amended Education Law 2019; prioritize the implementation of the roadmap for raising the training standards of preschool teachers as prescribed by Decree 71/2020/ND-CP; enhance cooperation with educational institutions to train teachers and management officers as prescribed.

(2) Strengthening the Application of Information Technology, Digital Transformation

- Promote the application of IT and digital transformation in ECE: Foster the application of IT and digital transformation in ECE, especially in administration, management, and organizing activities of ECE establishments.

- Develop a shared digital resource repository to serve nurturing, care, and education of children in ECE.

(3) Launching Emulation Movements and Strengthening Communication

- Continue launching and organizing appropriate emulation movements based on local realities; expand advanced models and examples to create a positive spread across the entire sector for commendation and reward.

- Continue actively informing and communicating about the new policies, regulations, and guidelines of the sector, localities, and ECE establishments, especially propagandizing Conclusion 91-KL/TW of the Politburo continuing to implement Resolution 29-NQ/TW, dated November 4, 2013, of the 11th Central Committee of the Communist Party "On fundamental and comprehensive renovation of education and training, meeting the requirements of industrialization, modernization in a socialist-oriented market economy, and international integration."

- Strengthen communication about the quality of nurturing, care, and education of children in ECE establishments; diversify communication channels, integrate various forms and means of communication to ensure efficiency, suitability, and extensive spreading to enhance cooperation between ECE establishments and families and social organizations outside ECE establishments for the development of ECE.

- Strengthen cooperation, effectively handle communication issues and social concerns to ensure that the people and parents understand, share, support, and accompany the education sector.
