Below are the latest regulations on the content and format of the recruitment examination for officials of the People's Procuracy in Vietnam.

According to Article 12 of the Regulation issued with Decision 401/QD-VKSTC in 2021, the official recruitment examination of the People's Procuracy is conducted through two examination rounds as follows:
* Round 1: The multiple-choice test is conducted on a computer. In cases where the recruitment unit does not have the conditions to conduct the test on a computer, the multiple-choice test will be conducted on paper.
- The content of the multiple-choice test comprises three parts:
+ Part I: General knowledge consisting of 60 questions about the political system, the organizational structure of the Communist Party, the State, political and social organizations; state administrative management; officials, public duties; policies and laws of the Communist Party and the State relating to the recruitment sector; responsibilities and duties of officials according to the requirements of the job position applied for. The test duration is 60 minutes;
+ Part II: Foreign language consisting of 30 questions in one of the following five languages: English, Russian, French, German, Chinese, or another language as required by the job position, determined by the head of the recruiting agency. The test duration is 30 minutes;
+ Part III: IT consisting of 30 questions according to the requirements of the job position. The test duration is 30 minutes.
In case the test is conducted on a computer, the multiple-choice test does not include the IT part.
- Exemption from the foreign language test (in round 1) is applicable for the following cases:
+ A bachelor's or postgraduate degree in a foreign language;
+ A bachelor's or postgraduate degree from a foreign institution or graduation from a university program conducted in a foreign language in Vietnam, recognized by a competent authority.
Applicants who are minority ethnic persons working in minority regions may be exempted from the foreign language test if they possess a minority ethnic language certificate recognized by a competent authority.
- Exemption from the IT test (in round 1) is applicable for those with a diploma from at least an intermediate level in IT, Informatics, or Math-Informatics.
- The results of round 1 are determined by the number of correct answers for each test section as specified in point a paragraph 1 of Article 12 of the Regulation issued with Decision 401/QD-VKSTC in 2021. If a candidate answers correctly at least 50% of the questions in each section, they will proceed to round 2 as stipulated in paragraph 2 of Article 12 of the Regulation issued with Decision 401/QD-VKSTC in 2021.
- When the authority organizes round 1 on a computer, they must immediately inform the candidate of their results after completing the test; no examination feedback for round 1 conducted on a computer is allowed.
- When the recruitment unit conducts round 1 on paper, the marking process is as follows:
+ Examination marking for round 1 must be completed no later than 15 days after the conclusion of the round 1 test;
+ The test results must be announced, and candidates must be informed about appeal submissions no later than 5 working days after finishing the round 1 test marking. Appeals must be submitted within 15 days from the date of announcing the test results on the official recruitment agency’s electronic information portal;
+ If appeals are submitted, the re-examination and announcement of the re-evaluation results must be completed within 15 days after the appeal deadline;
+ The Official Recruitment Council may decide to extend the deadlines specified in points e1, e2, and e3 due to practical conditions but no more than 15 days.
- No more than 5 working days after the conclusion of round 1 marking, as stipulated in points d and e of this paragraph, the Official Recruitment Council must announce the summoning of candidates eligible to participate in round 2.
Round 2 must be organized no later than 15 days after the announcement of candidate summoning to participate in it.
* Round 2: Professional expertise examination
- Examination content: This covers the knowledge, capabilities, and skills relevant to the public duties of the applicant as per the job position requirements.
If there are different professional expertise requirements for job positions within the same recruitment session, the authority will organize separate professional expertise exams to ensure suitability for the required job positions.
- Examination format: Either an interview or a written test.
The Head of the Supreme People's Procuracy, the Head of the High-level People's Procuracy, and the Head of the Provincial People's Procuracy decide on the format of either an interview or a written test. If round 2 is organized in the interview format, no re-examination is undertaken.
- Scoring scale (interview or written test): 100 points.
- Examination duration: A maximum of 30 minutes for an interview (candidates have up to 15 minutes for preparation before the interview) and 180 minutes for a written test (excluding the time for distributing test papers).
* Exam questions and answers:
The Head of the Supreme People's Procuracy will decide on the exam questions and answers in the following cases:
- For official specialties in inspection:
+ IT and foreign language examinations are arranged by the units organizing the recruitment, liaising with the Supreme People's Procuracy or other legal training institutions for IT and foreign language subjects;
+ Professional expertise and general knowledge subjects provided by the Supreme People's Procuracy.
- For other official specialties (such as documentation, archives, accounting, IT, etc.):
+ IT and foreign language examinations are arranged by the units organizing the recruitment, liaising with the Supreme People's Procuracy or other legal training institutions for IT and foreign language subjects;
+ Specialized subjects provided by either the Supreme People's Procuracy or other institutions with specialized training functions;
+ General knowledge questions should be suitable for each type of official (the same question set may be used for officials in inspection specialties if in the same type of official).
According to Article 13 of the Regulation issued with Decision 401/QD-VKSTC in 2021, the determination of successful candidates for the official recruitment of the People's Procuracy is as follows:
- A candidate is deemed successful in the official recruitment examination if they meet all the following conditions:
+ Achieve a test score in round 2 of at least 50 points as stipulated in paragraph 2 of Article 12 of the Regulation issued with Decision 401/QD-VKSTC in 2021;
+ The sum of their round 2 score plus any applicable priority points as per paragraph 1 of Article 8 of the Regulation issued with Decision 401/QD-VKSTC in 2021 (if any) ranks highest to lowest within the recruitment quota for each job position.
- If two or more candidates have the same sum of round 2 score plus priority points as per paragraph 1 of Article 8 of the Regulation issued with Decision 401/QD-VKSTC in 2021 (if any) fit the final recruitment quota, the candidate with the higher round 2 score is selected; if still unresolved, the head of the recruitment agency decides the successful candidate.
- Candidates who do not succeed in the official recruitment examination cannot carry forward their test results to subsequent recruitment examinations.
