National system for measuring, reporting and appraising GHG emission reduction in 2022

Regulations on the national system for measurement, reporting and assessment of mitigation of greenhouse gas emissions?

06/2022/ND-CP prescribing the national system of measurement, reporting and evaluation of greenhouse gas emissions as follows:

- The monitoring and supervision of compliance with regulations on mitigation of greenhouse gas emission shall be carried out through the national system of measurement, reporting and verification for mitigation of greenhouse gas emission.

- The Ministry of Natural Resources and Environment shall act as the focal point of the national system for measurement, reporting and assessment of GHG emission reduction; inspect the compliance with regulations on measurement, reporting and assessment of GHG emission reduction as stated in Article 10 of this Decree; establish and operate the national online database of measurement, reporting and assessment of GHG emission reduction.

What is the responsibility of the competent authorities in the national system of measurement, reporting and assessment of mitigation of greenhouse gas emission?

Pursuant to Clauses 3, 4 and 5 Article 9 of Decree No.06/2022/ND-CP 

Article 5 of this Decree shall:

+ Developing and issuing technical procedures and regulations on measurement, reporting and verification of mitigation of greenhouse gas emissions within the scope of management;

+ Instruct the facilities within the scope of management to carry out measurement, reporting and verification to reduce greenhouse gas emissions;

+ Inspect the compliance with regulations on measurement, reporting and verification of reduction of greenhouse gas emissions of the facilities specified in Clause 1, Article 5 within the scope of management;

+ Establishing and operating the online database of measurement, reporting and assessment of mitigation of greenhouse gas emissions within their management scope in conformity with the national database of measurement, reporting and assessment of mitigation of greenhouse gas emissions as prescribed in Clause 2 of this Article.

- Other relevant ministries and ministerial agencies shall:

+ To provide data of activities and information related to the measurement, reporting and appraisal of national-level greenhouse gas mitigation and related areas at the request of the Ministry of Natural Resources and Environment and the ministries prescribed in Clause 2, Article 5 of this Decree;

+ Coordinates with the Ministry of Natural Resources and Environment and the Ministries specified in Clause 2, Article 5 of this Decree to inspect the compliance with regulations on measurement, report and appraisal of reduction of greenhouse gas emission within their management areas.

- Provincial-level People's Committees shall direct their attached specialized agencies:

+ Inspect and supervise the implementation of the plan for GHG emission reduction and compliance with regulations on measurement, reporting and verification of GHG emission reduction by the facilities as defined in Section 1, Article 5 of this Decree within the areas under management;

+ Provision of relevant information and data for measurement, reporting, verification and reduction of national level and field greenhouse gas at the request of the Ministry of Natural Resources and Environment, the Ministries specified in Clause 2, Article 5 of this Decree.

- The establishments specified in Clause 1, Article 5 of this Decree, the appraisal units specified in Clause 1, Article 14 and other relevant organizations must comply with the regulations on measurement, reporting and appraisal to reduce greenhouse gas emission; provide additional information and data of activities for measurement, report and appraisal to reduce the national level and sector at the request of the Ministry of Natural Resources and Environment, the Ministry specified in Clause 2, Article 5 of this Decree.

Accordingly, ministers, heads of ministerial-level agencies, heads of government-attached agencies and chairpersons of provincial-level People's Committees shall implement this Decree.
