Promulgation of the Decree guiding the Law on Road Traffic Order and Safety in 2024 in Vietnam

Decree 151/2024/ND-CP provides detailed regulations on certain provisions and measures for the implementation of the Law on Road Traffic Order and Safety including:

- Article 6 on the education of legal knowledge regarding road traffic order and safety.

- Clause 3 Article 7 on the Database on road traffic order and safety; the collection, management, and use of information in the Database on road traffic order and safety.

- Clause 6 Article 27 on the management, installation, and use of signal devices for priority vehicles and the procedures for issuing, reissuing, and revoking permits for the use of signal devices for priority vehicles.

- Clause 5 Article 35 on the installation of journey monitoring devices for commercial transport automobiles; the installation of journey monitoring devices and image recording devices for the driver for commercial transport vehicles with 08 seats or more (excluding the driver's seat), tractor-trailers, ambulances, and traffic rescue vehicles; operational conditions of smart transport vehicles; operational conditions of rudimentary vehicles.

- Point a Clause 1 Article 46 on the paint color of commercial transport automobiles carrying preschool children and students.

- Point e Clause 4 Article 52 on cases where it is necessary to have personnel and vehicles to assist drivers, warn other road users and vehicles, and implement safety measures for oversized, overloaded vehicles, tracked vehicles, and vehicles transporting oversized, super-heavy goods on roads.

- Clause 4 Article 55 on ensuring order and road traffic safety for automobiles registered abroad by foreigners with right-hand steering involved in traffic in Vietnam; foreign motor vehicles brought into Vietnam by foreigners for tourism.

More details can be found in Decree 151/2024/ND-CP, which takes effect on January 1, 2025.
