On November 23, 2024, the National Assembly of Vietnam passed the Cultural Heritage Law 2024.

Principles for the management, protection, and promotion of cultural heritage values in Vietnam from July 1, 2025

The principles for managing, protecting, and promoting the value of cultural heritage in Vietnam are stipulated as follows:

- All cultural heritage on the territory of Vietnam, whether originating domestically or internationally, under any form of ownership, shall be managed, protected, and promoted in accordance with this Law and other relevant legal provisions.

- The management, protection, and promotion of cultural heritage values is the right, duty, and responsibility of all agencies, organizations, communities, and individuals.

- Vietnam's cultural heritage abroad is protected under international law and according to international treaties to which the Socialist Republic of Vietnam is a signatory.

- Ensure national and ethnic interests, in harmony with the legitimate rights and interests of organizations, communities, and individuals; respect cultural diversity, dialogue between communities, and ethnic, regional, and local distinctiveness.

- Prioritize the protection and promotion of cultural heritage values at risk of being lost or forgotten, historical-cultural relics, scenic spots, the cultural heritage of ethnic minority communities, mountains, borders, islands, ethnic minorities with very few people, and cultural heritage with communal, societal value.

- Ensure maximum preservation of the original elements constituting relics and the originality of documentary heritage; the inherent values and forms of expression of intangible cultural heritage.

- Respect the rights of the subjects of intangible cultural heritage and heritage artists in deciding the elements that need to be protected and the form and extent to which the cultural heritage should be promoted; identify risks and impacts threatening existence and choose solutions for cultural heritage protection.

- Integrate the protection and promotion of cultural heritage values into the national, regional, and local socio-economic development strategies, planning, and plans.
