New regulations on testing for upgrade of class of driver licenses in Vietnam from January 1, 2025

According to the provisions in Clause 4, Article 8 of Circular 35/2024/TT-BGTVT, upon completion of the training course for upgrading driver license class, the trainee will undergo examinations in theoretical subjects and practical learning at the driving training facility to be assessed for course completion, including:

- Examination at the end of the theoretical subject according to the theoretical test question set, which includes subjects: road traffic law; traffic ethics and culture, prevention of the harmful effects of alcohol when participating in traffic, fire prevention and fighting skills, and rescue; simulation of traffic situations; new knowledge about upgraded vehicles;

- Examination at the end of the practical driving subject with sequential tests, zigzag driving tests, and driving on the road;

- The content and form of examination at the end of the subject are decided by the head of the driving training facility. Trainees are eligible for the end-of-subject examination if they attend at least 70% of the theoretical learning time; fully attend and complete at least 50% of the practical driving training kilometers on the training field; complete the required kilometers and at least 50% of the practical driving training time on the road;

- Evaluation of theoretical learning results is on a 10-point scale (from 1 to 10), rounded to one decimal place; for practical driving subject tests with sequential tests evaluated according to Appendices XV, XVI, and XVII issued with Circular 35/2024/TT-BGTVT;

- Course completion consideration: the trainee must have 100% of end-of-subject tests in the training program with test scores of 5.0 or higher in each subject.
