Methods for inspection of motor vehicles under the management of the Ministry of Public Security of Vietnam from January 1, 2025

On November 15, 2024, the Minister of Public Security of Vietnam issued Circular 82/2024/TT-BCA regulating the certification of technical safety and environmental protection quality of motor vehicles, specialized motor vehicles, and motor vehicle parts in the importation, production, assembly, modification, and inspection of motor vehicles and specialized motor vehicles under the management scope of the Ministry of Public Security.

Methods for inspection of motor vehicles in Vietnam from January 1, 2025

The methods for inspecting motor vehicles and specialized motor vehicles are stipulated as follows:

- Conducted on inspection lines or using equipment, mobile inspection means (hereinafter referred to as the mechanized method). Vehicle inspection agencies provided with inspection lines, equipment, and mobile inspection means must conduct inspections using the mechanized method.

In the event that the inspection line equipment breaks down, the inspection items using equipment shall transition to inspection through the semi-mechanized method as stipulated below.

- Conducting inspections using specialized tools combined with observation, measurement, direct operation, and control of the vehicle (hereinafter referred to as the semi-mechanized method).

Vehicle inspection agencies that have not been equipped with inspection lines or for specialized vehicles, special-purpose vehicles, oversized or overloaded vehicles, or in remote areas without conditions to bring the vehicles to the inspection agency, or in cases where the inspection lines, equipment, and mobile inspection means are damaged and cannot be immediately rectified or due to power outages that prevent the operation of the inspection line, the vehicle inspection shall be carried out using the semi-mechanized method.

The vehicle inspection agency within the People's Public Security includes:

- The Traffic Police Department carries out the initial inspection issuance for unused vehicles registered and managed by the Traffic Police Department.

- The Center for Motor Vehicle Inspection and Waterway Vehicle Registration under the Vehicle Registration and Inspection Guidance Division, Traffic Police Department (hereinafter abbreviated as the Inspection Center) conducts periodic inspections for used vehicles of units under the Ministry of Public Security; vehicles of provincial-level police departments, centrally-governed cities (hereinafter abbreviated as provincial-level police). The Inspection Center has its own seal for work purposes as prescribed.

- The Traffic Police Division of provincial-level police departments, centrally-governed cities (hereinafter abbreviated as Traffic Police Division) carries out initial inspection issuance for unused vehicles and periodic inspections for used vehicles of units directly under the provincial-level police departments; vehicles of units under the Ministry of Public Security based stationed in the locality, and vehicles of other police units and localities.
