On August 09, 2024, the Prime Minister of the Government of Vietnam issued Decision 816/QD-TTg on the Implementation plan for the Planning of Nam Dinh Province for the period 2021-2030, vision to 2050.

The Prime Minister of the Government of Vietnam promulgated the Implementation plan for the Planning of Nam Dinh Province for the period 2021-2030, vision to 2050 with the main contents as follows:

(1) Regarding public investment projects

- Prioritize the implementation of infrastructure projects that create significant widespread impacts, especially the completion of the province's transportation infrastructure, ensuring synchronization and modernization, promoting connectivity with provinces in the Red River Delta Region, creating a sustainable foundation for attracting investment in the development of production and business on the provincial territory. Focus on investing in upgrading power infrastructure; water supply; technical infrastructure in four major urban centers identified in the Provincial Planning. Mobilize resources to concentrate on building the infrastructure of Ninh Co Economic Zone according to the general plan.

- Invest in completing the infrastructure systems of coastal tourism areas within the province; restoring, preserving, and promoting the value of special national monuments, national monuments, and provincial-level monuments; investing in significant cultural and sports facilities; supporting investment in physical facilities of public medical establishments, public vocational education establishments that have not yet become financially self-sufficient; enhancing physical facilities for standard-compliant education and training; investing in public social protection establishments; addiction rehabilitation facilities; supporting investment in physical facilities for the fields of science and technology; projects and works for collecting and treating waste water and solid domestic waste; fire prevention, fighting and rescue, and national defense and security; disaster prevention, response to climate change, and sea-level rise.

- The list of important projects expected to be invested: As per the attached Annex.

(2) Projects using other sources of capital outside of public investment capital

- Priority sectors and fields for attracting investment are identified based on key tasks, breakthrough developments, and development orientations of sectors and fields identified in the Decision approving the Provincial Planning, including:

+ Construction of seaport works, inland waterway ports, logistics infrastructure, dry ports

+ Construction of infrastructure for industrial parks and industrial clusters;

+ Projects for developing marine and coastal economic zones;

+ Construction of high-tech agricultural zones;

+ Projects for constructing modern commercial-service infrastructure;

+ Projects for providing water for industrial, urban, and rural production;

+ Projects for developing education, healthcare, culture, sports, and ensuring social welfare;

+ Projects for waste treatment, water treatment, and environmental pollution reduction;

- Focus on prioritizing the attraction of investment projects using modern technologies, advanced technologies; projects employing highly skilled labor; projects generating significant and stable state budget revenue. Encourage and attract partners with national and global brands, strong financial capability, long-term investment potential, connectivity, and attraction of auxiliary product production investment.

- The list of important projects expected to be invested: As per the attached Annex.

(3) Land use plan

- Land use plan of Nam Dinh Province for the 05 years of 2021-2025

Execute according to the Decisions of the Prime Minister of the Government of Vietnam: Decision 326/QD-TTg dated March 09, 2022 on the allocation of national land use quotas for the period 2021-2030, vision to 2050, the national land use plan for 05 years 2021-2025 and Decision 227/QD-TTg dated March 12, 2024 on adjusting some land use quotas until 2025; Decision 95/QD-TTg dated November 16, 2023 approving the land use plan for security in the period 2021-2030, vision to 2050; Decision 47/QD-TTg dated May 09, 2024 approving the land use plan for national defense in the period 2021-2030, vision to 2050, and other relevant regulations.

- Developing the land use plan for the 05 years of 2026-2030

Implement according to the provisions of land law on the basis of development needs, ensuring feasibility, efficiency, sustainability, and in line with national land use orientations, regional planning, the 10-year socio-economic development strategy for 2021-2030, and the 05-year socio-economic development plan of the country, Provincial Planning for Nam Dinh in the period 2021-2030, vision to 2050; ensuring compliance, continuity, succession, stability, and hierarchy.

+ Allocate reasonable land quotas prioritizing the development of commercial services, tourism; developing and expanding concentrated industrial parks and clusters; residential areas. Accelerate the construction of synchronized infrastructure, especially regional and inter-regional transportation infrastructure connected with the formation of industrial, tourism, and service areas and the expansion of urban and rural residential areas.

+ Allocate sufficient land quotas for the purposes of culture, sports, healthcare, education and training, energy works, postal telecommunications, scientific research, etc., to meet socio-economic development goals and improve the material and spiritual life of the People.

+ Strictly protect forest areas within the scope of Xuan Thuy National Park and expand the area of coastal protection forests in the province.

+ Land exploitation and use must prioritize national defense, security; protect landscapes and ecological environments to ensure stable and sustainable land use, in line with the province and region's economic development strategies and goals.

More details can be found in Decision 816/QD-TTg which comes into force in Vietnam from August 09, 2024.
