In Section III of Decision 379/QD-TTg in 2025, the tasks and solutions for implementing the scheme for the elderly to enhance participation in digital transformation, green transition, startup, and job creation include the following:
(1) Communication to raise awareness among the elderly about digital transformation, green transition, startup, and job creation; the role and status of the contributions made by the elderly in promoting these initiatives for the sustainable development of the country.
- Organize communication activities, disseminate the Communist Party's guidelines and the State's laws on digital transformation, green transition, startup, and job creation for officials, members, and the elderly.
- Hold forums, conferences, seminars, and discussions to help officials and elderly members formulate ideas, and determine their commitment to digital transformation, green transition, startup, and job creation.
- Organize dialogues between officials, members, the elderly, and leaders from the party, government, and related sectors to promote the improvement of mechanisms, policies, and laws of the State and local authorities to support the elderly in startup for effective production and business.
- Hold the annual “Elderly Tree Planting Day in Gratitude to President Ho Chi Minh.”
- Facilitate exchanges between notable elderly entrepreneurs with a sense of national pride, social responsibility, and empathy with officials and members to share experiences in starting a business, developing correct thinking, minimizing risks, and avoiding mistakes in the entrepreneurial process.
(2) Enhance the capacity of the staff implementing the Scheme and officials, members, and the elderly on digital transformation, green transition, startup, and job creation.
- Collaborate with agencies, organizations, and enterprises to organize training and workshops on startup, providing necessary knowledge and support to equip skills in organizing production, business operations, and management for elderly business owners.
- Cooperate to organize training courses on the application of scientific and technical advances in agriculture, forestry, and fisheries; business accounting, brand building, traceability, geographical indications, advertising, and product introduction for the elderly.
- Train and enhance the capacity of staff involved in implementing the Scheme in knowledge, skills, and methods to support the elderly in promoting digital transformation, green transition, startup, and job creation.
(3) Establish pilot models for the elderly to participate in promoting digital transformation, green transition, startup, and job creation.
- Develop a model for elderly participation in digital transformation in labor, production, social management, and activities within the Association of the Elderly.
- Build and support conditions to establish models for elderly participation in green transition in labor-production, environmental protection, and support conditions for household models in tree planting and environmental protection.
- Establish a model for elderly participation in startup and job creation, review, assess, select, consolidate, improve quality, and support resources to maintain and expand the current suitable models and build new ones in the community.
(4) Conduct scientific research and propose policies to support the elderly.
- Research and evaluate the current situation, organize discussions, and propose policies to support the elderly in promoting digital transformation, green transition, startup, and job creation.
- Organize study tours, surveys, and research both nationally and internationally to learn about models of elderly participation in promoting digital transformation, green transition, startup, and job creation.
(5) Enhance consulting, advocacy activities; monitor, supervise, and evaluate the effectiveness of the Scheme's implementation.
- Conduct consulting and advocacy activities; monitor and supervise the implementation of the Scheme.
- Periodically evaluate the effectiveness and impact of the Scheme as a basis for proposing the next phase.
- Compile periodic reports; establish and maintain feedback channels from localities and units for compilation and reporting.
(6) Strengthen international cooperation, mobilize resources to effectively implement the Scheme's activities.
- Organize international study tours to learn about successful elderly participation in promoting digital transformation, green transition, startup, and job creation.
- Create opportunities for successful elderly models in startup and job creation to connect and cooperate with domestic and international businesses.
- Mobilize international support through organizations and enterprises both inside and outside the country to implement the Scheme.
