Proposal regarding additional responsibilities of officials and public employees in implementing grassroots-level democracy in Vietnam

Thus, in the near future, the Ministry of Home Affairs will lead and collaborate with ministries, central authorities, and local authorities to build a scheme to research and propose additional regulations on the responsibilities of officials and public employees and workers in implementing democracy at the grassroots level to effectively execute the law on grassroots democracy.

Promoting socialist democracy, potential and creativity of the people

This content is in Clause 6, Section II of Resolution 43-NQ/TW, specifically:

Continue to build mechanisms and policies to promote all potential, resources, and creativity of the People; effectively implement the Law on Implementing Democracy at the Grassroots Level; fully implement the motto "People know, people discuss, people do, people inspect, people supervise, people benefit"; concretize the mechanism "Communist Party leads, State manages, People own." Focus on researching and supplementing regulations on the responsibilities of officials and public employees and workers in implementing democracy at the grassroots level.

Awaken and promote the People's ownership rights in all areas of social life; establish appropriate mechanisms for the People to directly participate in the policy-making process, major and important national issues, and issues closely related to their lives; uphold the spirit of transparency, public information, and accountability of state agencies on matters of public concern, recommendations, and proposals according to regulations.

Promoting democracy must go hand in hand with strengthening discipline and order in society; strictly handle acts that exploit democracy and human rights to oppose the Communist Party, the State, and divide the great national unity bloc.
