Decision 598/QD-TTg was issued on July 5, 2024, approving the overall preservation, restoration, and rehabilitation plan for the protected area of the national historical, architectural, and artistic relic Binh Son Tower, with a total area of 21,815 m2 at Tam Son commune-level town, Song Lo district, Vinh Phuc province, covering the following main aspects:

(1) On the organization of space, architecture, and landscape

- The protected region of the relic is organized into two main spaces: the Binh Son Tower area in the south and the Vinh Khanh Pagoda area in the north. The approach direction is from provincial road 307B in the south, through the main gate, along the main axis of the relic, passing the Binh Son Tower to the Vinh Khanh Pagoda area.

+ Binh Son Tower area: Maintain the current location of the Tower; ensure the preservation of the view of the Tower from various directions. Organize the system of green trees and the yard around the tower's base as a landscape highlight.

+ Vinh Khanh Pagoda area: Located along the main axis of the relic, facing south. The inner area includes structures such as Tam Bao, the Patriarch's House, and two cloisters and the pagoda yard. The overall layout follows the traditional temple architecture of northern Vietnam. The outer area (on both sides and behind the inner area) includes auxiliary constructions such as the golden memorial tower, auxiliary buildings, and restrooms. Surrounding all structures are flower gardens, green trees, and a network of connecting pathways.

- The auxiliary buffer zone for the relic: Organize and renovate green spaces, residential areas, and public spaces of the surrounding communities to ensure landscape harmony, forming supportive spaces for technical, service infrastructure, contributing to honoring and promoting the value of the relic associated with urban development. Main spaces include: Landscape flower garden (arranged east of the relic); school space (north of the relic) and the existing residential area.

(2) Oriented towards promoting the relic's value associated with tourism development

- Key tourism products

+ Visiting and learning about the cultural and historical relics of Binh Son Tower combined with modern technological experiences (virtual reality and 3D mapping...), and activities for researching and creating architectural and artistic works related to the relic and local culture.

+ Cultural and spiritual tourism associated with experiencing religious and spiritual activities, and nature tourism at the relic.

+ Festival tourism: Diversify activities in the festival's performance segment linked to the cultural identity of Song Lo. Develop a series of cultural and tourism events connected to local traditional festivals, street festivals, and contemporary cultural and artistic events.

+ Shopping tourism connected with souvenir products about Binh Son Tower - Vinh Khanh Pagoda, agricultural products, and craft village products of Song Lo district; connecting and enhancing the craft village tourism experience of Song Lo district.

- Tourism programs
