On February 21, 2025, the Government of Vietnam issued Decree 25/2025/ND-CP stipulating the functions, tasks, powers, and organizational structure of the Ministry of Home Affairs.

Based on Article 3 of Decree 25/2025/ND-CP, the organizational structure of the Ministry of Home Affairs is stipulated as follows:

  1. Department of Organization and Staffing.

  2. Department of Local Government.

  3. Department of Officials and Public Employees.

  4. Department of Non-Governmental Organization.

  5. Department of Administrative Reform.

  6. Department of Youth and Gender Equality.

  7. Department of International Cooperation.

  8. Department of Personnel Organization.

  9. Department of Legal Affairs.

  10. Department of Planning and Finance.

  11. Inspectorate of the Ministry.

  12. Office of the Ministry.

  13. State Records and Archives Department.

  14. Department of Wages and Social Insurance.

  15. Department of Employment.

  16. Department of Overseas Labor Management.

  17. Department of Persons with Meritorious Service.

  18. Emulation and Commendation Central Committee.

  19. Information Technology Center.

  20. Institute of State Organizational Sciences and Labor.

  21. Journal of State Organization and Labor.

  22. Dan Tri Newspaper.

In this Article, units from 1 to 18 are administrative organizations assisting the Minister in performing state management functions; units from 19 to 22 are public service providers serving the state management functions of the Ministry.

The Minister of Home Affairs issues decisions stipulating the functions, tasks, powers, and organizational structure of the units under the Ministry; submits to the Prime Minister of the Government of Vietnam to issue decisions on the list of other public service providers belonging to the Ministry according to regulations.

Tasks of the Ministry of Home Affairs of Vietnam regarding officials and public employees and civil service

According to Clause 9, Article 2 of Decree 25/2025/ND-CP, the tasks of the Ministry of Home Affairs regarding officials and public employees and civil service are stipulated as follows:

- Submit to the Government of Vietnam, the Prime Minister of the Government of Vietnam to issue or issue within its authority legal normative documents, topics, projects, strategies, and guides for implementing regulations on: recruitment, placement, use of officials and public employees according to job positions; appointment of official ranks, professional titles, organizing examinations or evaluating promotions of officials, changing professional titles of public employees; evaluation, classification of quality of officials and public employees; position standards; appointment, reappointment, transfer, rotation, secondment, resignation, dismissal, discipline, resignation, retirement of officials and public employees (except in cases where other sector-specific laws provide otherwise); creating sources of female cadres, female proportion for appointment to positions in state agencies and other management contents towards officials and public employees according to regulations;

- Submit to the Prime Minister of the Government of Vietnam about the structure of the number of government members, dismissal, appointment of government members according to the National Assembly's term. Appraise standards, conditions, processes, procedures, and personnel records for leadership and management positions under the authority of the Prime Minister of the Government of Vietnam to decide, approve according to legal regulations;

- Stipulate the professional, occupational standards of the official ranks, the occupational title standards of the public employee specialties under the management field of the Ministry of Home Affairs;

- Guide the determination of the official rank structure, job positions in state agencies;

- Organize the implementation of entrance quality inspection of officials according to legal regulations; build, guide, and manage national data on the team of officials and public employees (including both officials and non-specialized workers at the commune level, in villages, residential groups); collect, summarize national statistical indicators on female cadre work; guide the establishment, management of records of officials and public employees; officials' and public employees' cards;

- Develop, issue and manage training programs for knowledge and state management skills according to official rank standards; training programs as required by leadership and management positions; training programs according to the standards of occupational titles of public employee specialties in Home Affairs; training programs according to the requirements of professional and operational positions in the Home Affairs sector;

- Develop, issue, guide, and organize the implementation of training plans for officials and public employees using state budget according to authority;

- Monitor, aggregate training and retraining results of officials and public employees of ministries, ministerial-level agencies, agencies under the Government of Vietnam, Vietnam Fatherland Front, central agencies of political-social organizations, provincial-level People's Committees.
