On August 29, 2024, the Minister of Education and Training of Vietnam issued Decision 2319/QD-BGDDT regarding the announcement of annulled administrative procedures under the management scope of the Ministry of Education and Training of Vietnam.

List of annulled administrative procedures under the management of the Ministry of Education and Training of Vietnam

The annulled administrative procedures under the management scope of the Ministry of Education and Training of Vietnam include:

- Abolition of 12 administrative procedures in Decision 2108/QD-BGDDT dated June 24, 2021, of the Minister of Education and Training on the announcement of standardized administrative procedures under the management scope of the Ministry of Education and Training:

+ Approving or adjusting integrated education programs - Area: Foreign training

+ Recognition of the Rector of a public university - Area: Higher education

+ Establishment, recognition of the school council, university council; dismissal, removal of the president, members of the school council, university council of public higher education institutions - Area: Higher education

+ Recognition of provinces meeting the standards for universal education, literacy eradication - Area: National education system

+ Establishment of continuing education centers - Area: Continuing education

+ Merger, separation of continuing education centers - Area: Continuing education

+ Dissolution of continuing education centers - Area: Continuing education

+ Allowing continuing education centers to resume education activities - Area: Continuing education

+ Recognition of districts meeting the standards for universal education, literacy eradication - Area: National education system

+ Recognition of communes meeting the standards for universal education, literacy eradication - Area: National education system

+ Establishment of community learning centers – Area: National education system and other educational institutions

+ Allowing community learning centers to resume activities – Area: National education system and other educational institutions

- Abolition of 1 administrative procedure in Decision 4926/QD-BGDDT dated December 28, 2021, of the Minister of Education and Training on the announcement of revised and supplemented administrative procedures in the field of ethnic education under the management scope of the Ministry of Education and Training:

Approval for teaching and learning the language and script of ethnic minorities in general education institutions and continuing education centers – Area: Ethnic education

- Abolition of 3 administrative procedures in Decision 292/QD-BGDDT dated January 16, 2024, of the Minister of Education and Training on the announcement of newly issued administrative procedures and replaced administrative procedures in the field of Education and Training within the national education system under the management scope of the Ministry of Education and Training:

+ Proposing evaluation and recognition of “Learning Community” at provincial level – Area: Continuing education

+ Proposing evaluation and recognition of “Learning Community” at district level – Area: Continuing education

+ Proposing evaluation and recognition of “Learning Community” at commune level – Area: Continuing education

More details can be found in Decision 2319/QD-BGDDT, which takes effect in Vietnam from the date of signing.

The Chief of Office, Director General of the Department of Organization and Personnel, Director General of the Department of Continuing Education, Director General of the Department of Ethnic Education, Director General of the Department of Primary Education, Director General of the Department of Secondary Education, Director General of the Department of Higher Education, and the Heads of related units are responsible for implementing Decision 2319/QD-BGDDT.
