Recently, the Ministry of National Defense promulgated Circular 164/2019/TT-BQP stipulating the standards, quotas, meal allowances, and regular supplement allowances for coaches, athletes, and physical education teachers in the Army.

The standards, quantities, and allowances for regular meals and nutritional supplements are ensured as per the following regulations:
- The allowance rates for meals stipulated in this Circular are uniformly calculated based on the price of fragrant rice at 21,000 VND/kg. In cases where the unit has to purchase rice at a higher price than stipulated, the difference for non-commissioned officers and soldiers is settled; if the purchase price of rice is lower than stipulated, the difference is supplemented to purchase food to ensure meals for entitled individuals.- During the same time period, if entitled to multiple meal and nutritional supplement allowances, only the highest rate is applied. Specifically, coaches and athletes during their time participating in the national team are still ensured the regular meal and nutritional supplement rates as prescribed in this Circular.- For coaches and athletes injured during treatment and upon recovery and return to training, they are entitled to the meal and nutritional supplement rates as before the injury; in cases of return to competition but not maintaining rank or class, specific conditions are considered and decided by the Chief of General Staff regarding the meal and nutritional supplement rates, but it should not exceed the rates before the injury.- Nutritional supplement allowances are applied only to coaches and athletes; not applicable to physical education teachers directly teaching at military academies, schools, and the Mieu Mon Training Center under the Training Department of the General Staff.- Individuals managed by the military, working at physical education, training centers, teams, during the days of direct inspection, training, and practicing with coaches and athletes, are entitled to meal allowances similar to those of coaches and athletes as stipulated in Appendix I issued with this Circular, and not eligible for nutritional supplement allowances. Those on duty must pay the basic meal allowance rate of non-commissioned officers and infantry soldiers according to current regulations plus the rice price supplement (if any); the difference is ensured and settled by the training centers, teams, physical education, and sports units.- Salaried individuals only pay the basic meal allowance rate of non-commissioned officers and infantry soldiers according to current regulations plus the rice price supplement (if any); the difference is ensured and settled by the unit. Individuals under the talent system not yet formally staffed are entitled to meal and nutritional supplement allowances stipulated in this Circular and are exempt from payment.- Staff serving at the kitchens of training centers, teams, physical education, and sports units are not entitled to the meal and nutritional supplement rates specified in this Circular, but receive an additional 12,000 VND per person per day.- Time and personnel entitled: According to the approved list or decision by the Chief of General Staff.
