On July 30, 2023, the Government of Vietnam approved Resolution 117/NQ-CP promulgating the Plan to implement the arrangement of administrative units at district and commune levels for the period of 2023 - 2025.

1. How to arrange administrative units at district and commune levels in Vietnam for the period of 2023–2025 according to the roadmap?

Specifically, in Section II of the Plan promulgated together with Resolution 117/NQ-CP dated July 30, 2023, stipulating the roadmap for the arrangement of administrative units at district and commune levels in the 2023–2025 period as follows:

(1) 2023

- Review, amend, supplement, and promulgate new legal provisions related to the arrangement of administrative units at district and commune levels to meet practical requirements, overcome shortcomings, limitations, and obstacles when arranging administrative units at district and commune levels in the period of 2019–2021, and facilitate the arrangement of administrative units at district and commune levels in the period of 2023–2025.

- Localities shall carry out the formulation of the master plan, the scheme on the arrangement of administrative units at district and commune levels with a natural area and population size below 70% of the prescribed standards; district-level administrative units concurrently have a natural area of less than 20% and a population size of less than 200% of the prescribed standards; commune-level administrative units concurrently have a natural area of less than 20% and a population size of less than 300% of the prescribed standards.

Encourage localities to proactively propose the arrangement of administrative units in accordance with local realities (including administrative units that have met the standards) to reduce the number of administrative units, increase the size of each administrative unit, solve the unreasonable problems of the demarcation of administrative units, streamline the organizational apparatus, and downsize, creating favorable conditions for the state's management, the activities of agencies, organizations, units, enterprises, and the people's lives.

(2) 2024

- Complete the arrangement of administrative units at district and commune levels mentioned at Point b, Clause 1, Section II of the Plan promulgated together with Resolution 117/NQ-CP dated July 30, 2023.

- Arrange and consolidate the organizational apparatus, arrange a contingent of cadres, civil servants, public employees, and employees at agencies, organizations, and units at district and commune administrative units; and make arrangements for the period of 2023–2025.

- Focus on definitively solving redundant regimes and policies at agencies, organizations, and units at district and communal administrative units that have been arranged for the period of 2019–2021; settle redundant regimes and policies at agencies, organizations, and units in administrative units at district and commune levels to arrange the period of 2023–2025.

- Rearrange and handle the headquarters and public assets of agencies, organizations, and units at district and commune administrative units for the period of 2023–2025.

- Recover old seals, engrave new seals of agencies, organizations, and units, and carry out the conversion of relevant papers of individuals, organizations, and enterprises due to changes in boundaries and names of administrative units at district and commune levels. The arrangement will be made in the period of 2023–2025.

- Implement the implementation of specific regimes and policies at district and commune administrative units formed after the arrangement in the period of 2023–2025.

(3) 2025

- Successfully organize party congresses at all levels for the term 2025–2030 (including administrative units formed after the arrangement in the period of 2023–2025).

- Continue to solve redundant regimes and policies at agencies, organizations, units, and redundant people after the district and commune party congresses for the term 2025-2030 in administrative units at district and commune levels formed after the arrangement in the period of 2023-2025.

- Continue to rearrange and handle the headquarters and public assets of agencies, organizations, and units at district and communal administrative units for the period of 2023–2025.

- Complete the conversion of relevant papers of individuals, organizations, and enterprises due to changes in boundaries and names of administrative units at district and commune levels for the period of 2023–2025.

- Continue to implement specific regimes and policies at district and commune administrative units formed after the arrangement in the period of 2023–2025.

- Implement the work of making new, correcting, and supplementing dossiers and geographical maps of administrative units at all levels according to the Resolution of the National Assembly Standing Committee on the arrangement of administrative units for each administrative unit at district and commune level in the period of 2023–2025.

- Preliminary review of the arrangement of administrative units at district and commune levels in the period of 2023–2025.

2. Administrative units at district and commune levels in Vietnam subject to arrangement in the period of 2023 - 2025

Pursuant to Clause 2, Article 1 of Resolution 35/2023/UBTVQH15, district and commune administrative units are subject to arrangement in the period of 2023–2025, including:

- An administrative unit at district and commune level that concurrently has a natural area and population size below 70% of the standards of the corresponding administrative unit specified in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units;

- A district-level administrative unit concurrently has a natural area of less than 20% and a population size of less than 200% of the standards of the corresponding administrative unit specified in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units;

- Commune-level administrative units that simultaneously have a natural area of less than 20% and a population size of less than 300% of the standards of the corresponding administrative unit specified in the Resolution of the National Assembly Standing Committee on standards of administrative units and classification of administrative units.
