On November 11, 2024, the Minister of Finance of Vietnam issued Circular 80/2024/TT-BTC guiding financial support for the Economic - National Defense Corps as stipulated in Clause 1, Article 36 of Decree 22/2021/ND-CP regarding the Economic - National Defense Zone.

According to the provision in Article 3 of Circular 80/2024/TT-BTC, the financial support levels for purchasing and repairing medical equipment and medications for examination and treatment; financial support for implementing social policy work for the Clinics under the organization of the Economic - National Defense Corps are as follows:

- Financial support for purchasing and repairing medical equipment and medications for examination and treatment:

+ For Clinics within the organization of the Economic - National Defense Corps equivalent to a Division level: Support up to 25% of the initial equipment standards for the Division-level Medical Battalion and equivalent as stipulated in the standards for military medical equipment and operational uniforms in List No. 7 attached to Decree 76/2016/ND-CP of the Government of Vietnam on logistic material standards for active-duty soldiers, workers, and defense public employees;

+ For Clinics within the organization of the Economic - National Defense Corps equivalent to a Brigade or Regiment level: Support up to 25% of the initial equipment standards for the Regiment or Brigade-level Medical Company and equivalent as stipulated in the standards for military medical equipment and operational uniforms in List No. 7 attached to Decree No. 76/2016/ND-CP;

+ Financial support for repairing, replacing medical equipment, and purchasing medications for examination and treatment of the Clinic is annually allocated by the authorized body to carry out.

- Financial support for implementing social policy work: Support for meals of residents at the Economic - National Defense Zone when hospitalized for inpatient treatment at the Clinic at a rate equivalent to the basic meal level for non-commissioned officers, infantry soldiers as regulated by the Ministry of Defense.

- The Economic - National Defense Corps, based on the budget standards and list of medications specified in Clause 1, Article 3 of Circular 80/2024/TT-BTC, the scale, capacity, and needs for medical examination and treatment of residents in the Economic - National Defense Zone, is responsible for determining the list for purchasing, repairing medical equipment, and medications to prepare an annual budget proposal to submit to higher authorities for aggregation and report to the Ministry of Defense for consideration and decision.

Guidelines for finalizing financial support for the Economic - National Defense Corps in Vietnam from December 30, 2024

The settlement of financial support for the Economic - National Defense Corps is carried out according to the stipulations in Article 7 of Circular 80/2024/TT-BTC as follows:

- At the end of the fiscal year, the Economic - National Defense Corps receiving financial support must prepare a financial statement according to current regulations, which includes a settlement report on the use of funds supported from the state budget to be aggregated in the overall budget expenditure settlement of the Ministry of Defense.

- The Ministry of Defense, in coordination with the Ministry of Finance, conducts periodic and extraordinary inspections of the use and settlement of financial support according to state policies and regulations in Circular 80/2024/TT-BTC.

- Annually, the Ministry of Defense is responsible for approving the financial settlement of state budget funds that have supported the Economic - National Defense Corps and aggregating them into the overall settlement of the Ministry of Defense in accordance with the Law on State Budget 2015.

- The control and payment of support expenditures stipulated in Circular 80/2024/TT-BTC are conducted through the State Treasury.

Refer to Circular 80/2024/TT-BTC (effective from December 30, 2024) replacing Circular 02/2018/TT-BTC of the Ministry of Finance, guiding the financial support mechanism for the Economic - National Defense Zone (excluding the support policy for defense-security enterprises participating in the construction of the Economic - National Defense Zone as stipulated in Clause 4, Article 3 of Circular 02/2018/TT-BTC which shall continue until new regulations are issued) and applicable from the 2025 fiscal year.
