On December 6, 2024, the Ministry of Construction of Vietnam issued Directive 02/CT-BXD regarding the enhancement of waste prevention and control in the Construction sector.

Standing before a historical opportunity to bring the nation into an era of national growth; following the direction of Comrade General Secretary To Lam on “the work of anti-waste needs to be implemented decisively, synchronously with effective solutions, creating a strong spread, becoming voluntary, and conscious of each official, party member, and citizen, as well as a cultural behavior in the new era," aiming to construct a truly streamlined, effectively functioning, and efficient Construction sector, meeting the required tasks in the upcoming period; the Minister of Construction requires Heads of affiliated units of the Ministry to focus on implementing some key solutions as follows:

(1) Enhance waste prevention and control

Focus on wide dissemination, raising awareness, and responsibility among officials, party members, and workers, starting with exemplary leadership at each agency and unit under the Ministry; encouraging officials, party members, and workers to understand the significance, importance, and responsibility of practicing thrift and fighting waste. Thrift and anti-waste must be clearly reflected through specific action programs, plans, specific indicators, specific tasks, and conducted regularly and thoroughly.

(2) Focus on reviewing and completing legal regulations in the field of state management in the Construction sector related to waste prevention and control

Research, review, complete legal regulations in areas prone to loss, waste, and negativity such as: issuance of standards, norms, technical economic levels; management of construction activities, project quality inspection, construction planning, building materials,.... Define roles and responsibilities of Party committees, organizations, heads of agencies, organizations, units in waste prevention and control; research and develop a strategic orientation for anti-waste in the Construction sector. Strictly handle individuals and collectives engaging in actions or activities causing loss or waste of public assets.

(3) Focus on thoroughly addressing the causes leading to waste

Strongly innovate the work of developing and completing the Construction sector's institutional framework, seeing this as a critical factor in preventing waste; thoroughly reform, minimize administrative procedures related to the construction field, apply information technology, digital transformation, creating synchronization in transformation to combat waste.

Use resources, manpower, and materials efficiently; review, amend, optimize working processes ensuring scientific and efficient; enhance the efficiency of energy-saving utilization; focus on researching, deploying, accelerating the progress of national programs, objectives, social welfare support credit packages; review, streamline organizational structure to operate effectively and efficiently; build staff with sufficient qualities, capabilities, and reputations to accomplish tasks in new conditions.

Improve the quality of construction planning, medium-term public investment planning for the period 2026-2030, investment policy decision; focus on definitively resolving outstanding, halted projects, promptly deploy construction, complete and put into use constructions and projects to prevent waste and loss.

Enhance the quality of investment preparation and project implementation organization; project appraisal, design, and estimation. Strengthen management, inspection, supervision to complete projects on schedule; accelerate investment capital finalization for completed projects. Conclusively solve long-standing inefficiencies, projects causing significant losses and waste (if any).

Innovate and enhance the effectiveness of State-owned enterprise production and business development, improve the effectiveness of state capital investment in enterprises. Accelerate the restructuring of State-owned enterprises, enterprises with State capital contribution represented by the Ministry of Construction as the owner representative.
