Circular 143: Contents of Expenditures for Localities' Scheme Implementation Activities

Recently, the Ministry of Finance issued Circular 143/2014/TT-BTC regarding the preparation of estimates, management, utilization, and settlement of funding for the implementation of the Scheme "Support and development of independent private childcare groups in industrial and export processing zones until 2020" from the state budget.

Circular 143/2014/TT-BTC stipulates the content of expenditures for implementing the Scheme "Support and development of private independent childcare groups in industrial zones and export processing zones until 2020" of localities. To be specific:

- Expenditures on communication, advocacy, and education to raise awareness in the community, promoting the role and responsibility of local authorities, organizations, and related sectors in managing childcare groups; communication and counseling on childcare for workers in industrial zones and export processing zones;- Expenditures on travel allowances for directing, inspecting, and supervising the implementation at localities; expenditures on organizing summary and review meetings at local levels; expenditures on office supplies and other direct expenses for the implementation of the Scheme;- Organizing training and professional skill improvement conferences for members of the Women's Union at the local level on monitoring and participating in child care and protection; training and retraining on professional skills and occupational ethics for kindergarten teachers and managers of private independent childcare groups in localities; training for mothers on knowledge of childcare and child-rearing.- Expenditures on printing, copying, and duplicating materials for training, retraining, and communication (based on materials provided by the Central Government, localities proceed to print, copy, and duplicate to serve training, retraining, and communication activities organized at localities);- Expenditures on providing materials for club activities to connect the network of childcare group leaders in localities for sharing experiences and exchanging information among childcare groups. The venue for the club activities and drinking water is supported by the commune-level People's Committee;- Supporting the provision of infrastructure for private independent childcare groups, including both reorganized groups and newly established groups.
